Summary

The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief, Finance Division (FIN).

This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Responsibilities

As the Chief, Finance Division (FIN), you will:
  • Serve as a top technical expert in all financial management programs for the Bureau; have direct responsibility for providing the Bureau's consolidated financial statements and portions of the annual accountability report; and ensure that the Bureau's external financial reports are accurate and timely.
  • Develop analyses that examine the significance and impact on bureau financial controls resulting from revised legislation, policies, procedures and requirements; embed controls in policies and procedures and provides guidance regarding financial controls during implementation or upgrade of administrative and business systems.
  • Safeguard the Bureau's assets and resources against purchase card theft, travel abuses, property mishandling, and other fraudulent activities.
  • Lead the preparations for high-risk stand-alone audits conducted at the bureau by the OIG during the years before, during, and after the decennial census.
  • Anticipate the effects of legislative and administrative changes and initiatives and ensure development of effective, legally-compliant, fully responsive budget formulation strategies to provide for implementation of programmatic priorities.

Occasional travel - Travel may be required to attend or present at meetings or conferences on topics relevant to the U.S. Census Bureau's mission.

Professional and Technical Qualifications (PTQs):

PTQ #1 -Broad senior-level experience leading financial planning, operations and management processes within a large complex organization and in modernizing policies and procedures to support systems transitions.

PTQ #2 -Ability to oversee and carry out detailed financial management of centralized and decentralized financial management programs including providing effective financial management advice and assistance to senior management officials.

PTQ #3 -Knowledge of internal control policies and concepts including developing and implementing an organization wide strategy to document, test, and evaluate internal controls; and developing and implementing corrective actions for internal control deficiencies.

Education

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

    Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

    Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
