Serves as a technical expert and advisor to management on financial and operational matters. Serves as Chief Financial Officer providing executive level operational control of the management of MCCS financial resources (appropriated and nonappropriated fund) with substantial advisory support in decision making processes on planned and on-going program activities. Responsible for financial resources and financial functions of Marine Corps Community Services (MCCS), to include financial reporting, financial accounting, banking, property accounting, inventory control, general ledger, accounts payable, and accounts receivable in an automated environment in cooperation with MR's Global Business Services center (SSC) in Kansas City, MO. Develops, plans, directs, coordinates and performs difficult and complex programs and financial plans and budgets. Coordinates and prepares monthly, quarterly and annual financial reports and analysis as required either on site or in conjunction with the SSC. Develops and implements computerized accounting applications to improve automation of subsidiary records not part of the standard accounting system. Tests accuracy of system augmentations and adaptations and maintains liaison with headquarters to resolve system problems. Determines recorded assets have been accurately deposited, reviews bank charges, communicates and resolves areas of irregularity with bank officials. Prepares reports and analysis of assets to meet reporting requirements. Performs account analysis to determine trends. Establishes and ensures that accounting and administrative procedures are documented and strictly followed. Prepares work schedules and makes work assignments for subordinate employees; distributes workload, evaluates work performance, trains employees, establishes leave schedules, initiates personnel and disciplinary actions.

Responsible for actively supporting the EEO program and communicating this support; ensures quality of opportunity in recruitment, employment, promotion, awards, training, details and discipline; participates in developing and carrying out affirmative action efforts, especially as related to motivating, training and developing minority employees and women, as well as other employees. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on the approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advise employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensure safety training is provided to employees. Comply with OSHA standards and take action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return To Work" program initiatives, and following up on employee well-being.

Bachelor's degree in Accounting/Finance and four years related experience, demonstrating a broad knowledge of principles, methods, systems, and theories of financial management. Must have ability to foresee problems and recommend action. Skill to develop computerized accounting applications extensive Microsoft excel abilities a plus. Skill to analyze accounting data for accuracy, correcting discrepancies and identifying trends and working with the SSC to help ensure accuracy in processing and reporting financial activity. Skill to supervise employees in the accomplishment of work. Must be able to make oral and written presentations in a clear, concise manner. Must deal effectively with all MCCS personnel and external customers.
