Responsibilities

The major duties of the position are:
  • Receives and reviews weekly data submissions for completeness;
  • Analyzes data to identify and develop meaningful information about the performance of the major railroads;
  • Develops and prepares regular reports and briefings; and
  • Involves correlating and synthesizing multiple data elements for purposes of discerning trends and relationships.

For Merit Promotion candidates: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of Federal Service at the next lower grade GS-9 for GS-11; GS-11 for GS-12; GS-12 for GS-13, and GS-13 for GS-14.

Qualifications

To qualify for this position, applicants must meet the specialized experience* as described below:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position equivalent to the next lower grade level. This experience may have been gained by applying knowledge of data processing techniques and data standards used in rail transportation environments.

To be selected at the GS-11 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. This experience would include conducting quantitative analysis of data; demonstrating experience with Microsoft Office Suite or with statistical software packages such as Statistical Analysis System (SAS), STATA, Python, and EViews.

To be selected at the GS-12 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to theGS-11 grade level in the Federal service. This experience would include conducting quantitative analysis of data; applying sufficient experience with Microsoft Office Suite products to be able to employ pivot tables, creating charts, and creating lookup functions, or has demonstrated experience with statistical software packages such as Statistical Analysis System (SAS), STATA, Python, and EViews; and experience working with data sets and deriving summary results for decision makers to review.

To be selected at the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. This experience would include applying quantitative analysis and analytical skills, applying advanced experience with Microsoft Office Suite products and be able to employ pivot tables, creating charts, and creating lookup functions or advanced experience with Sequel, and statistical software packages such as Statistical Analysis System (SAS), STATA, Python, and EViews; and advanced experience in working with large data sets and deriving summary results and proffering recommendations for decision makers to consider.

To be selected at the GS-14 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience would include applying quantitative analysis and analytical skills, mastery experience with Microsoft Office Suite products and be able to employ pivot tables, creating charts, and creating lookup functions, macros, and logic driven trigger analyses or masteryof statistical software packages such as Statistical Analysis System (SAS), STATA, Python, and EViews; and must have achieved mastery in working with large data sets and deriving summary results and proffering recommendations for decision makers to consider.

Education

ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts or other documentation to support your educational claims. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

To be selected at the GS-11 grade level and are using education to qualify, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Transportation Data Analysis: Knowledge of the transportation industry and the principles and methods for moving people or goods by rail, including costs and limits; and the planning of transportation project management.

Data Analysis: Follow through on the process of inspecting, cleaning, transforming, and modeling data with the goal of discovering useful information, identify trends; suggesting conclusions, and supporting decision-making.

Technology Application: Uses automated systems and software applications to analyze, design, and communicate information in the appropriate format.
