About the Position: This position is located in the US Army National Guard Readiness Center, National Guard Bureau Office, Director Joint Staff, located at Arlington, VA.

This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC § 1705(g).

Responsibilities

  • Serve as a Procurement Analyst in the National Guard Bureau (NGB) Directorate of Acquisitions Workforce Development Division.
  • Develop a strategic plan for workforce development and joint training to ensure the NGB contracting workforce is mission capable.
  • Lead the development of the AQ/HCA/SPO and D-AQ/SCO?s training policy and requirements integration.
  • Analyze training needs for contracting workforce within the 54 states and territories and the District of Columbia.
  • Provide expertise and guidance to higher/other echelons/officials concerning laws, regulations, procedures, options, planning requirements.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Basic Requirement for Procurement Analyst:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) NOTE: Transcripts are required at the time of application.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to the Basic Requirement above, applicants must meet the specialized experience. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as developing training policy and requirements; coordinating for NGB program activities, developing command operating procedures to interpret/develop/implement contracting policies/regulations; Identifying and analyzing contracting issues and impact on NGB contracting programs; resolving contractual issues during all phases of the acquisition process; identifying adverse trends with Procurement Management reviews; analyzing procurement problems; preparing training materials to improve organizational performance analyzing all award service, commodity/supply contract actions for accuracy and compliance with laws and regulations; providing expertise and guidance to higher/other echelons/officials (e.g., contracting and logistic s directors, legal/finance officials, contingency personnel, inspector generals) concerning laws, regulations, procedures, options, and planning requirements, which include complex services, commodities, and architect-engineer and construction services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or NH-02).

  • Demo pay band position for NH-3 :
    This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
  • This is a Defense Acquisition Workforce Improvement Act Career Field Position. Per DOD Position Certification Level and Training Requirements, All Acquisition Workforce Positions Mandated in Title 10, USC, Section 1723.
