Summary

Incumbent is responsible for conducting a variety of mathematical/statistical studies and procedures related to the planning, execution, and control of an extensive program of statistical research and service in the broad field of Social Security statistics.

Responsibilities

  • Participates in initiating, formulating, and planning major statistical studies requiring the application and development of mathematical statistical theory.
  • Plans, executes, and controls assigned comprehensive mathematical statistical projects related to sample design, quality control, statistical methodology, and statistical standards.
  • Advises the supervisor and professional staff on mathematical statistical matters relative to all areas of responsibility.
  • Performs research concerning new and complex mathematical statistical techniques as well as developing and adapting methods for subject-matter experts.
  • Prepares technical reports, guidelines, or instructions to enable statisticians and others to understand and/or apply recommended techniques.
  • Exercises technical direction and provides assistance for special projects as assigned.
  • Formulates the instructions and guides to be used by the professional and technical assistants working on assignments within the subject matter area.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes designing, developing, and adapting mathematical methods and techniques to statistical processes ( e.g., stratification and clustering in probability sampling; survey and sample design techniques; alternative variance estimating); researching new and complex mathematical statistical techniques, developing and adapting methods for subject-matter experts; and initiating, formulating, and planning major statistical studies.

In addition, all applicant must meet the Basic Requirement for this position based on ONE of the following:
A. Possess a Bachelor's or higher degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. (Courses acceptable toward meeting the mathematics course requirement must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.) -OR-
B. Possess a combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. The experience offered in combination with educational courses to meet the requirements should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to the Minimum Qualifications and Basic Requirement, applicants must meet the Selective Placement Factor: Skill in expressing and presenting findings, ideas, and recommendations clearly, concisely and effectively, both orally and in writing. To demonstrate this skill, applicants must have 4 out of the following 5 experience indicators:
  • Experience using computer software to link data from two independent sources, such as surveys and administrative records to develop estimates
  • Experience designing studies concerned with statistical data analysis, modeling techniques, linear programming, and variance estimation using replication methodology
  • Experience performing disclosure reviews of statistical tables and using computer software to develop algorithms to link data and prevent de-identification by comparing multiple tables and data sets
  • Experience using computers and computer systems to program, write software, set up functions, enter data, or process information for statistical modules and to process large amounts of data for statistical modeling and graphic analysis
  • Experience using SAS and R computer programs to design statistical modules as computer applications
