Responsibilities
CBOs Budget Analysis Division seeks an analyst for its Natural and Physical Resources Cost Estimates Unit. The unit prepares multiyear budget projections and produces cost estimates for legislative proposals for federal departments including Agriculture, Commerce, Energy, Homeland Security, Interior, Justice, and Transportation and for independent agencies including the Environmental Protection Agency, Federal Communications Commission, Federal Deposit Insurance Corporation, and Small Business Administration. The analysts portfolio of program areas may include such agencies as the Coast Guard, Federal Aviation Administration, and Department of Energy; the eventual portfolio will be determined at the time of hiring. CBOs cost estimates and budgetary analyses are critical to the Congresss work. CBOs analysts have wide-ranging responsibilities that require close interaction with Congressional staff, and they often play a significant part in the legislative and budget process. The Congress relies on CBOs analyses in preparing annual budget plans, evaluating the Presidents budget proposals, and assessing the potential budgetary consequences of various policy proposals.

Qualifications
Applicants must hold a graduate degree in public policy, economics, or a related discipline with an economic and quantitative background. The position requires the following:
The ability to accurately interpret and analyze legislative proposals;
Strong quantitative skills, including proficiency with Microsoft Excel;
Resourcefulness in investigating unfamiliar issues;
Superior written and oral communication skills, especially the ability to explain technical material to nonspecialists; and
The ability to work on several projects simultaneously and to independently complete projects under tight deadlines.
Preferred background includes the following:
Familiarity with activities related to developing federal agency budgets;
Knowledge of federal agency programs, policies, and procedures; and
Experience with the Congressional budget process.
TECHNICAL QUALIFICATIONS:
Applicants must hold a graduate degree in public policy, economics, or a related discipline with an economic and quantitative background.
