This position is located in the Office of Public and Indian Housing (PIH), Office of Field Operations (OFO). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Managing and directing others responsible for coordinating operations and meeting organizational objectives related to the Public Housing and Section 8 or similar affordable housing programs; AND
- Responsibility for activities related to policy development, audit oversight, resource planning and management, hiring and recruiting, performance planning, employee development and correspondence; AND
- Building collaborative partnerships with employees, senior leadership, and other internal and external stakeholders.
Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Responsibilities
As a Director, Coordination and Compliance Division, you will:
- Serve as an advisor to the DAS, OFO on issues relating to the effective performance and implementation of programs in the 46 field offices and the RPC
- Lead a staff consisting of the Recovery and Prevention Corps staff, analysts, program managers and a Program Assistant. As such, the Division Director provides administrative and technical supervision of assigned staff including-evaluating subordinate staff; hear and resolve group grievances; review and approve disciplinary actions; manage travel, staff and equipment resources; provide training for staff; and ensure the agency's Affirmative Action Plan is met.
- Maintain a routine workload of providing coordinated training to staff in recovery and prevention efforts; implement new monitoring or technical assistance initiatives before full field mobilization; and develop performance contracts and evaluation tools for measuring PHA recovery and prevention procedures for dissemination to all field offices.
