This position is located in the Administrative Management Division which is headed by the Director (Administrative Officer), who provides management and administrative services to all Office of Community Planning and Development.

Responsibilities

As a Management Analyst, you will:

  • Serve as liaison for CPD on Administrative Management issues.
  • Provide administrative and management advice and assistance to managers, supervisors and employees on matters pertaining to human resources, travel, training, time and attendance, equipment, supplies, office space, telecommunications, general logistics support and the government credit card program.
  • Develop, maintain and update process and procedure manuals on activities, ensuring that all CPD staff is trained to comply with governing rules and regulations.
  • Prepare, analyze and evaluate manpower, administrative and cost studies, evaluates opportunities for improvements in management systems; presents advice and recommendations for review and implementation.

This position is located in the Office of Community Planning and Development (CPD), Administrative Management Division. CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. The Administrative Management Division provides advice on the interpretation and application of HUD policies and procedures concerning administrative and management issues in relation to human resources, training, leave, pay, and travel.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Collecting, analyzing and summarizing evidence to support conclusions; AND
- Providing workforce or training analysis to an organization and high-level managers; AND
- Developing new or modifying program policies, regulations, goals or objectives.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
