Summary

About the Position:
Serves as an IT Specialist (Policy Planning / System Analysis) for the Department of Army Review Boards Agency (ARBA). The Army Review Boards Agency, on behalf of the Secretary of the Army, serves as the highest administrative level for review of personnel actions taken by lower levels of the Army and administers 15 boards, and provides oversight of the Army Corrections System (Army prison system) and law enforcement.

Responsibilities

  • Develops of a wide range of plans for installing, configuring, and maintaining Agency IT hardware and business application software.
  • Coordinates and schedules the installation of a variety of new hardware and business application software.
  • Coordinates the re-installation of complex business software needed due to system corruption, conflicts, or user induced operating errors.
  • Coordinates support efforts and performs as an interface between customers and the local DOIM for the establishment, changes/modifications or deletion of NIPR accounts.
  • Performs needs analyses to define opportunities for new or improved business process solutions.
  • Develops overall functional and systems requirements and specifications.
  • Conducts feasibility studies and cost benefit analyses.
  • Coordinates repair actions and upgrades.

  • Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security clearance.
  • Subject to on-call support to maintain mission essential IT systems.
  • Work may require deployment to remote CONUS locations in support of Agency operations and the Continuity of Operations Plan.

*This position is a TERM position. It is time-limited and may be extended up to a maximum of six years. This position may be converted to a permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least two years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes developing a wide range of plans for installing, configuring, and maintaining Agency IT hardware and business application software; implementing security program designed to anticipate and prevent system vulnerabilities; reviewing installed systems to diagnose complex problems encountered in the use of the systems; and maintaining the Agency SharePoint portal intranet site.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
