Summary

This job is in the Bureau of Consular Affairs (CA), Office of Consular Systems Technology (CST), Service Strategy & Portfolio Management (SSPM). CA/CST/SSPM is responsible for strategic planning and governance, continuous improvement in planning and project management, operational excellence across the enterprise, enhanced capital planning and budget management capacity, and centralized contract oversight for reliable IT support of the U.S. Government's consular operations worldwide.

Responsibilities

  • Expertly advises management, CA office of the Comptroller (CA/C) in the planning, direction and control of the Bureau's Information Technology (IT) Capital Planning and Investment Control and works with different government offices
  • Prepares and coordinates all IT aspects of the Bureaus Strategic Plan (BSP) for presentation and reporting both within the Department under 5 FAM and to OMB in accordance with the Exhibit 300 requirements
  • Performs special projects and studies, as assigned or self-initiated, that cover a wide variety of subject matter within the Division's preview
  • Investigates best-in class IT project management methodologies and how their use can help improve the Division's performance in support of it end-user requirements and the Department's compliance with federal laws and regulations

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience using policy planning and competencies sufficient to apply the business value of information and utilize methods and approaches for sharing information through use of IT assets
  • Experience applying advanced IT principles, concepts, methods, standards and practices sufficient enough to accomplish assignments
  • Experience applying policy and planning concepts
  • Experience with providing advice and guidance and formulate and present formal presentations and recommendations to Senior Bureau Officals

There is no substitute of education for specialized experience for the GS-14 position.

Qualified candidates are assigned a score between 70 and 100.
