Responsibilities

WHAT IS THE OFFICE OF ONLINE SERVICES DIVISION: The IRS Office of Online Services was established in 2011, and is dedicated to providing and improving online (web and mobile) self-service tools to taxpayers. OLS creates high value for both the IRS and the taxpayer by continuously improving the irs.gov website and giving taxpayers "self-service" capabilities to obtain needed information and fulfill their tax obligations. The office combines online expertise, data analysis and business knowledge to conceptualize online tools and develop product roadmaps. OLS is responsible for developing handy applications such as IRS2GO (a smartphone application that lets taxpayers interact with the IRS using a mobile device) and Get Transcript (an irs.gov application that allows taxpayers to view a copy of their transcript online). Other applications include tools and calculators that help taxpayers understand and meet their tax obligations.

WHAT DOES A WEB ANALYST (Producer) DO? A Web Analyst (Producer) serves as a Web consultant, designing, maintaining, supporting, and publishing Web content. In this role, you will be responsible for identifying, analyzing, and coordinating the integration of information related to an assigned Business Unit into a user-friendly website that provides all customers with information specific to their individual needs. You will also provide related communications support, maintain technical operations and manage content on IRS.gov.

Web Analyst (Producer) you will:
  • Provide analytical advice and assistance to the assigned Business Unit management on the application and integration of Internet services to the achievement of organizational goals.
  • Consult with appropriate experts in the development of a Web site design that will effectively present information in the most complete, comprehensive and user-friendly manner.
  • Meet with management and employee groups of each business unit to assess customer needs in relation to the assigned Business Unit's Web information services.
  • Assist the assigned Business Unit in monitoring web site content to ensure it remains current and accurate and ensures site references provide the expected navigation through the Web.
  • Identify system complaints and problems in relation to Web design and coordinates with appropriate experts for resolution.
  • Serve as a member of the assigned Business Unit Internet committee participating in identifying policy needs and priorities including determination of the content and functions of both the web site and the contact center. Recommends improvements based on current needs and in anticipation of future requirements and capabilities.

You must meet one or more of the following basic requirements by the closing date of this announcement.

GS-12 LEVEL: You must have 1 year of specialized experience at the level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this positions includes: Experience using analytical methods and procedures sufficient to conduct research and provide advice/recommendations on the application and integration of Internet services; Experience with assigned organization sufficient work programs and processes, consult and coordinate with appropriate experts to ensure that website development meets the information needs of the customer; Experience with website development sufficient to discuss and work problems with appropriate experts, understand and interpret policies and procedures governing the planning and delivery of Web products and to provide advice, guidance and recommendations on issues affecting Web design.

In addition to above, your experience must include editing and proofreading using content management systems (such as, Drupal and other leading industry CMSs); hand-coding Hypertext Markup Language (HTML); experience managing workflows to produce content based on requests from geographically dispersed stakeholders across a large organization, understanding content publishing best practices and using an editorial style guide to suggest content changes to educate content creators and editors. Experience using online design standards and best practices to ensure website content is optimized for user experience.

GS-13 LEVEL: You must have 1 year of specialized experience at the level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this positions includes: Experience using analytical methods and procedures sufficient to conduct research and provide advice/recommendations on the application and integration of Internet services; Experience with assigned organization sufficient to work programs and processes, consult and coordinate with appropriate experts, and ensure that website development meets the information needs of the customer; Experience with website development sufficient to discuss and work problems with appropriate experts, understand and interpret policies and procedures governing the planning and delivery of Web products, and to provide advice, guidance and recommendations on critical issues affecting Web design; Experience communicating effectively, both orally and in writing to articulate findings and recommendations and to prepare reports and assessments for management; Experience developing technical content for the Web; Experience developing industry best practices for managing Web projects that provide transaction support or interactive capabilities to users an understanding of effective User Experience principles.

In addition to above, your experience must include editing and proofreading using multiple content management system (such as, Drupal and other leading industry CMSs,); hand-coding and troubleshooting Hypertext Markup Language (HTM) and Cascading Style Sheets (CSS) markup; experience managing workflows to produce complex and time-sensitive content based on requests from geographically dispersed stakeholders across a large organization, understanding content publishing best practices, and using an editorial style guide to suggest content changes to educate content creators and editors. Experience identifying and using online design standards and best practices to ensure website content is optimized for search engines and user experience.

- The experience may have been gained in either the public or private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.
