Responsibilities

Serves as the Manager and Branch Head of the Construction Team at Headquarters, and acts as principal coordinator of organization wide planning for the MCCS five-year construction program with 80 ongoing projects exceeding 225 million dollars. Serves as the executive level subject matter expert and provides technical direction, guidance and oversight with the full range of authority to plan, direct, control, supervise, allocate and account for functions and resources associated with major construction, renovation, and repair projects for MCCS. Interprets and applies overall legislative, regulatory and policy guidance related to construction planning and projects. Oversees assessment and evaluation, personnel management and budgeting. Develops and revises policy directives, plans and operational materials related to MCCS construction, renovation and maintenance efforts for Marine Corps wide implementation.

Determines the schedule of MCCS facilities to be constructed, renovated and/or repaired. Oversees management of several million-dollar projects that require coordination of substantial technical effort to include planning, engineering, construction, real estate evaluation and contracting, as well as coordination with various support organizations. Oversight of projects span several years and include facilities in operational areas such as: retail, food and hospitality, services, recreation and support. Serves as the program sponsor for the Marine Corps MILCON program.

Plans and executes the Marine Corps Nonappropriated Fund (NAF) Construction Program. Determines funding allocation and accounting for efficient use of funds. Develops the five-year plan that outlines time-phase requirements for construction, renovation and repair of NAF facilities. Analyzes and defines the objectives of new programs, proposed programs, program changes and related construction projects in preparing the five year plan. Annotates details to facilitate development of funding and facility requirements. Coordinates and attends joint discussions, planning conferences, and board meetings with command staff to ensure plans incorporate needs of the commands. Ensures project reviews include consideration of factors such as operational requirements, base tenure, mission, population served, geographic location, environmental evaluation, commercial, social and economic conditions, DoD space criteria, and financial status to include return on investment and international balance of payments. Reviews and formulates recommendations on project descriptions, functional and operational matters of military recreation and club project designs.

Develops program budget and justification for funding of program resource requirements. Maintains up-to-date statistical data for planning and reporting purposes and to meet statutory requirements.

Provides expert comprehensive and technical guidance, advice and assistance to commands and staff elements regarding standards of design for construction and renovation, size, facility sites and use of the late equipment layouts. Conducts period program reviews and analysis briefs to compare progress with objectives and established milestones.

Identifies areas where slippage is occurring and determines corrective action to bring projects in line with established schedules. Serves as the MCCS construction expert on new facility matters, key policy planning, decision making conferences and meetings with DoD, and meetings with congressional staffers to advise, consult and present modifications, changes and recommendations on MCCS construction projects.

Serves as a subject matter expert and direct advisor to senior leaders in the organization for the assigned organizational division. Plans, organizes work, manages internal procedures and resources, and pursues action to ensure follow through for maximum productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Actively participates on a variety of committees, boards and planning groups with the wide latitude and authority to make binding commitments and decisions on MCCS construction programs and policies. May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May travel to complete work assignments

Supervises two Regional NF-5 Construction Project Managers, one NF-4 Project Manager, one NF-4 Construction Planner and one NF-4 Program Administrator.

Qualifications

Bachelor's Degree from an accredited college or university in construction management, property management, business administration or a related field appropriate to the work of the position AND four years of experience and thorough knowledge of business concepts, practices, methods, and techniques, and the ability to apply this knowledge to diverse and complex assignments in construction programming and facilities development that require development and implementation of new and revised procedures; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Skill to interpret and apply legislative, regulatory and policy guidance related to construction initiatives to Marine Corps plans and policies, and direct the establishment and integration of the MCCS strategic plan. Skill to oversee assessment and evaluation, personnel management and budgeting, and to develop and revise policy directives, plans and operational materials for Marine Corps wide implementation. Mastery of skills in program management, policy development, evaluative and analytical processes, and program implementation. Extensive knowledge of the Marine Corps operational and organizational structure, chain of command, protocol and funding, particularly as it relates to construction, renovation and repair of facilities. Extensive knowledge and understanding of the DoD/DoN philosophies, goals, vision, policy and programs.
