About the Position:

This position is located with the Program Executive Office Enterprise Information Systems (PEO EIS) located at Fort Belvoir, VA.

Responsibilities

  • Serve as the focal point for staff advice and coordination on all matters pertaining to budget and fiscal activities, programming, reviews and analyses, contracting, foreign military sales, personnel, administration, and designated management reporting requirements.
  • Supervise the activities of personnel engaged in financial planning and control, contractual program management, foreign military sales, civilian personnel management, and general administrative support of the organization responsible for the life cycle management of assigned worldwide standard Army management information systems. Is fully responsible for establishing policies, planning, prioritization and conduct of efficient and economical use of the facilities, supplies, equipment, manpower, and funding resources necessary to accomplish the mission.
  • Responsible for the execution of administrative and personnel management functions related to the accomplishment of the assigned mission for the organization.
  • Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Coordinating budget and fiscal activities, programming, contracting and personnel; (2) transferring resources between projects; (3) identifies trends, make long term projections and analyzes cost of programs; (4) developing policies and procedures for budget programs; (5) evaluate work performance of subordinates, conduct and review transactions in LMP and GFEBS, counsel and plan work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service at the NH-03 or GS-13 grade level.

However, there is an education requirement for membership in the Acquisition Corps which includes:

Baccalaureate degree from an accredited educational institution and ONE of the following:
  • 24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
  • 24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.
  • 24 semester credit hours in the person's career field and training equivalent (American Council on Education recommended credits) to 12 semester credit hours in the disciplines listed above.
