Summary

This position is located in Historic Preservation Training Center.

The incumbent performs as an Exhibits Specialist with complete responsibility for planning, evaluating, initiating, administering, and performing work on the Center's most complex and unique preservation projects.

Responsibilities

  • Serves as an expert troubleshooter for complex and unique preservation problems, devising new or unique preservation and restoration techniques, and recommending solutions to management.
  • Researches, investigates, evaluates and records data pertaining to historic structures for the purpose of determining their physical condition, style, and period of architecture, and degree of restoration required.
  • Conducts onsite inspections of historic structures to determine the structure's physical condition and the type/amount of maintenance or preservation required to maintain or return the structure to its proper condition. Makes authoritative recommendations and decisions regarding type of preservation treatment required.
  • Prepares detailed drawings and designs missing portions of structures to be restored. Prepares plans and specifications for restoration/preservation projects and estimates cost of projects.
  • Serves as project supervisor, COTR, supervisor and/or instructor for several large scale, high-dollar value projects performed on historic and modern structures under contract and ongoing simultaneously.
  • As project leader, plans work to be accomplished by team members. Assigns work based on priorities, applies selective consideration of the difficulty and the requirements of the assignment, and prepares schedules for completion of work.
  • Provides authoritative advice and technical assistance to other exhibits specialists and interns. Trains restoration and preservation specialists in restoration techniques and blending of new fabric with old.
  • Examines drawings then plans day labor restoration and preservation projects from the standpoint of materials, crafts, costs, special tools, etc.
  • Performs other related duties as assigned.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 20 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

Minimum Qualifications

One year of specialized experience equivalent to the GS-11 grade level in the Federal service in a position that provided the knowledge, skills, and abilities to successfully perform the duties of an Exhibits Specialist. Examples of qualifying experience must include: directing or leading preservation specialists and craftsmen performing preservation maintenance or construction, including pre-project planning, logistical planning and oversight of execution, reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements;or performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type of structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Physical Demands: Work requires the incumbent to climb and work from ladders and scaffolding, and work in confined crawl space areas, underneath structures, or on rooftops several hundred feet above ground level. The incumbent must walk through water or over rough, uneven and rocky terrains found at construction sites and outdoor facilities, carrying heavy objects or supplies in order to get supplies to job sites. There is considerable physical exertion related to actions such as lifting, pushing, pulling, or carrying objects of various sizes, weights and shapes.

Working Conditions: Although some work is conducted in an office environment, most work involves working around construction sites where the incumbent is exposed to extreme weather conditions, deteriorating structures (some of which are condemned) and hazardous materials (i.e. asbestos and lead-based paint). Therefore, the incumbent is required to wear protective gear (i.e. steel-toed boots, gloves, eye wear, earplugs, and respirators [on occasion]). Frequent travel is required.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
