Summary

This position is located in the Office of Research and Development (ORD), VHA Central Office. The incumbent of the position serves as the Director of Communications for ORD and provides oversight of ORD's communication program, directing ORD's media relations and publication serves at the national level and serving as the primary liaison with Veterans Service Organizations.

Responsibilities

Duties include, but are not limited to:
  • Planning, implementing and analyzing comprehensive studies to gather the information needed to evaluate the needs, strategic plans, and goals, of ORD's communication, and making recommendations for new directions, initiatives, policies and procedures.
  • Developing a strategic plan and work plan which drives the daily operation and future direction of the Communication Programs.
  • Determining when major communications programs should be initiated, terminated or revised.
  • Developing or revising and communicating policies and procedures relevant to various constituents.
  • Overseeing the production/publication/distribution of dissemination materials, such as reports, regulations, news, newsletters, magazines, news releases, training materials, brochures, interpretive handbooks, pamphlets, guidebooks, scholarly works, references works, speeches, or scripts.
  • Identifying areas where VA, VHA and ORD have special needs or unique opportunities and assesses the potential of the communications program to capitalize on opportunities to advance the ORD research agenda.
  • Ensuring fiduciary accountability for program funds including overseeing the management of the budget and program expenditures, ensuring that appropriate internal control systems are in place, and preparing budget requests.
  • Reviewing and determining appropriateness of all requests for project and/or conference travel.
  • Ensuring maintenance and enhancement of mechanisms for linking ORD products/knowledge with national and VA health care delivery needs and practice.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2019.

Time-In-Grade Requirement: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. Please review the Required Document section for additional information, and to ensure all appropriate documentation is submitted at the time of application.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement who have separated within the past 52 weeks, and current employees applying under the Veterans Employment Opportunities Act of 1998 (VEOA).

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing oversight of a communications program; directing media relations and publications services of a communications program; planning, implementing, and analyzing comprehensive studies to form communication directions, initiatives, policies and procedures; formulating policies and procedures for a communications program; experience in communications, publishing, videography, and the use of social media; providing leadership and supervision of a communications program and subordinates. Please note these examples of specialized experience must have been performed within the health science field.

ICTAP/CTAP candidates: ICTAP/CTAP candidates must be found to be well qualified for referral.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education for it to be credited towards qualifications (particularly positions with a positive education requirement). Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
