The Deputy Director, Service Delivery Staff (SDS) has an essential role in this mission through customer-focused operations of enterprise-wide services and the Justice Management Division (JMD). The position of Deputy Director reports to the Office of the Chief Information Officer (OCIO), Director of SDS.

Responsibilities

Within the Department of Justice (DOJ), the OCIO is charged with driving information and technology (IT) solutions at the pace of American innovation.

The duties of this position are multifaceted and require an individual who is capable of operating and delivering in a fast-paced and demanding setting. The Deputy Director is responsible for the delivery of high quality, customer-centric services to ensure the success of the DOJ and its component organizations. This includes extensive coordination with the SDS Deputy Director for Enterprise Operations and Services in developing, championing, validating, and transitioning IT approaches, delivering an agile systems engineering framework for innovative IT services, and ensuring interoperability and integration of all IT services and systems through DOJ-wide engineering activities and processes.

This individual must be nimble and responsive 24/7 to critical system outages or service interruptions of mission-essential functions. To accomplish this, the Deputy Director in collaboration with the Deputy Director for Enterprise Operations and Services, and the Director, SDS is responsible for leading and managing SDS, a diverse workforce of over 100 technical personnel including government and contractor employees, as well as its associated budget.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications.

Qualifications

You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Deputy Director Service Delivery Staff Customer and Business Solutions. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be addressed separately, not to exceed TWO pages per MTQ.

MTQ 1. Demonstrated technical knowledge of and experience with key aspects and issues of centralized, distributed, and cloud based business systems, agile and develops operations software engineering patterns, networks and telecommunications infrastructure solutions, enterprise systems integration, and IT security.

MTQ 2. Demonstrated ability to manage, lead, and maintain customer engagement and consensus across large, complex multi-component IT programs that may include multiple component organizations. Should include demonstrated experience and expert knowledge of enterprise-wide IT operations, lifecycle management, customer care, risk management, and compliance.

MTQ 3. Demonstrated experience and expert knowledge in managing a large, diverse, and multi-functional technical organization which includes both government employees and a large contractor workforce to include demonstrated experience leading large-scale and complex IT transformations.

IN ADDITION, YOU MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQ), NOT TO EXCEED TEN PAGES TOTAL:

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

OFFICE OF PERSONNEL MANAGEMENT (OPM) REVIEW AND APPROVAL: OPM is required by law to review the executive qualifications of each new appointee to the Senior Executive Service (SES) prior to appointment. The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career Senior Executive employee (Title V) must be approved by the Office of Personnel Management (OPM) before appointment.
