Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will serves as a Financial Management Analyst in the Office of the Director of the Joint Staff (DJS) and Directorate of Management (DOM), Military Secretariat (MILSEC) office. The incumbent will be responsible for planning, coordinating, executing, and analyzing the budget, financial, and accounting of the annual and multi-year appropriations within the JS.

Responsibilities

As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-12/13 some of your typical work assignments may include:
  • Provide expert advice to senior managers and others on all phases of the budgeting process, including formulation, preparation, execution, and accounting.
  • Operates and monitors the Joint Staff budgetary system to ensure transactions are coded and entered in a format appropriate to the United States standard general ledger and the standard financial information structure.
  • Ensures MILSEC Office business practices comply with applicable fiscal law, financial management regulations, DOD directives, and Chairman of the Joint Chiefs of Staff instructions.
  • Establish financial plans in the JS budgetary system to meet the requirements of Joint Staff approved programs and update budget target data based on Office of the Secretary of Defense (OSD) budget changes, or Comptroller directions.
  • Prepare position papers, reports, analyzes, and financial/budgetary projections that identify trends and other financial/budgetary information for consideration by senior management.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Ensure complex financial transactions are coded and entered in a format appropriate to the United States standard general ledger and the standard financial information structure in an Accounting Budget System.
  • Prepare plans, reports, charts, graphs, briefings, and related correspondence in order to provide clear and concise budgetary and financial information; financial management regulations and programs, federal and budgetary policies, procedures, and processes in order to develop clear and concise financial management operating procedures/policies and systems guidance that pertains to the budgetary process.
  • Plan the budget, financial, and accounting of an annual and multi-year appropriation for an agency
  • Closely monitor and analyze financial obligations, expenditures, and unobligated balances of individual programs.
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Ensure financial transactions are coded and entered in a format appropriate to the United States standard general ledger and the standard financial information structure in an Accounting Budget System.
  • Apply theories, concepts, principles, and practices of financial management to provide advice on all phases of the budgeting process including formulation, preparation, execution, and accounting.
  • Conduct financial analysis in order to conduct complex analyses and to identify and propose solutions to financial related issues/problems that are significant and influence assigned programs, policies, and operations.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
