Summary

The incumbent of this position serves as Deputy Director for Technology in the Office of Financial Research (OFR or the Office) and reports to the Director of the Office. The Deputy Director for Technology is responsible for providing vision and executive level leadership in carrying out and managing the technology responsibilities and mandates of the Office.

Responsibilities

The Deputy Director for Technology, under the direction of the Director and in collaboration with the senior management team, provides vision and leadership and sets strategies, goals and objectives for directing and managing all the technology-related responsibilities of the Office;

Serves as a key advisor, providing expert level advice, guidance, and advice to the Director of the Office and to Office Senior Staff on mission-critical technology initiatives, issues, and agency functions affecting the Office's ability to monitor risks to the financial system;

Working collaboratively with the senior management team, determines the technology strategy for the collection, validation, maintenance, secure distribution and publication of all data necessary to carry out the duties of the OFR;

Collaborates with key stakeholders and directs staff appropriately to provide technology solutions to collect, analyze, organize, store, and share data from a variety of sources across the financial system, including member agencies, commercial data providers, publicly available data sources, and financial entities;

Provides leadership and advice to OFR senior management on the innovative use of information technology to efficiently and effectively support the mission objectives of the OFR. Activities include:
  • Providing vision and leadership in defining not only OFR's IT capabilities, but more importantly OFR's role within the broader IT ecosystem across the banking regulatory community.
  • Leading the design and development of efficient architecture to serve the needs of the OFR and the larger FSOC Community.
  • Establishing and leveraging relationships with the Federal scientific and research community, academia, the venture capital community, and the private sector to ensure OFR not only leverages the most effective technologies for its mission, but is also able to attract and retain the technical talent it requires.
  • Formulating broad policies and programs for properly managing OFR's information system resources including managing the long range planning and budgeting process for information systems.
  • Establishing measurable support requirements for the acquisition of hardware, software and other contractor supplied support. This includes effectively monitoring contractor progress in fulfilling system performance, cost and schedule commitments, as well as advising the Director, Deputy Directors, and other relevant senior officials of actual or anticipated variances.
  • Assuring the maximum value of technology investments by establishing and coordinating the activities of an OFR IT Investment Review Board or other internal advisory groups.

Develops, maintains, and facilitates the implementation of a sound and integrated information technology architecture and roadmap for the OFR ensuring:
  • the security of all information assets, computers, and networks
  • the leverage of the most effective technologies for meeting OFR's mission requirements
  • the effective evaluation and usage of innovative technologies in support of OFR's more complex analytic and mission;Manages the design, development, delivery, and operation of OFR's technical platforms and capabilities including (but not limited to):
  • OFR's data, analytic, and non-analytic infrastructure
  • OFR's data management applications and tools
  • OFR's information security protocols
  • OFR's official web presence;

Ensures the security of OFR's information assets is maintained in compliance with all Federal mandated requirements;

Serves as a partner and advisor to other groups within the OFR, as well as OFR's external clients, on accessing data and other technical services from the OFR;

Monitors the performance of information technology programs on the basis of applicable performance measures and advises the Deputy Directors, the Director, and other senior level officials on whether to continue, modify, or terminate an IT program or project;

Manages the activities of subordinate staff in carrying out their responsibilities as well as finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improved business practices (e.g., plans work, establishes goals, evaluates individuals performance);

Represents the Director, OFR on various commissions, boards, or Committees and presents the views of the Director at executive-level meetings and forums and elicits information, analysis, and other opinions. Represents the OFR on all Treasury-wide IT related issues and public forums. This also includes representing OFR at conferences and amongst industry consortiums;

Plans, directs, and supervises a subordinate staff and the day-to-day operations of the Technology Center;

Hires and manages staff in the Technology Center;

Provides direction and guidance to staff, formulates performance expectations for staff members, provides performance management feedback, and prepares annual evaluations.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

MTQ 1- Demonstrated leadership and experience in successfully managing agency and/or corporate level IT and data management functions performed by the financial sector and/or government regulatory entities responsible for financial sector oversight, including: applications / web based technologies; data management / analytics; infrastructure systems integration; enterprise IT architecture; IT investment portfolio; and IT security.

MTQ 2- Demonstrated experience in assessing the characteristics and capabilities of the latest information technologies and how they can be applied to accomplish business functions, streamline service delivery, and enhance operational effectiveness in the financial sector and/or government regulatory entities; particularly in the areas of knowledge management, electronic records, document management and collaboration tools. This includes experience in analyzing customer needs, providing strategic IT solutions and implementing appropriate policy and governance.

MTQ 3 - Experience and success in developing and presenting innovative IT concepts and solutions to senior executives (e.g. government officials or corporate CEO's) in the financial sector and/or government regulatory entities.
