Summary

This position is located in the Division of Information Technology, Delivery Management Branch, Project Management Section A & B of the Federal Deposit Insurance Corporation and provides support in the areas of overseeing system development lifecycle activities.

Responsibilities

Directs, and coordinates activities of IT projects/subprograms to ensure established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.

Monitors all project activities taking action to avoid problems or delays while ensuring the accuracy and quality of project deliverables and monitors staff and contractor efforts and use of resources to ensure effective and efficient expenditures and attainment of project goals.

Ensures that new systems or applications are consistent with Corporate application and enterprise architecture and identifies requirements for infrastructure configuration or change management.

Develops contractual documentation (Statements of Work (SOWs) and Statements of Objectives for acquisition of IT systems, equipment, and services required for the project and reviews and evaluates contractor proposals and makes recommendations for award.

Analyzes clients' information systems requirements and determines appropriate products or services necessary to satisfy requirements and develops information systems testing strategies, plans, or scenarios.

Designs or conducts analytical studies, cost-benefit analyses, and other research and utilizes analytical methods to review the business need and develop the most effective and efficient IT solution and researches and evaluates COTS projects and latest technologies and establishes clear project communications, oversight, and expectations that create a positive customer experience.

Gives presentations or briefings on all aspects of the project and manages project ceremonies appropriate to the SDLC methodology being used and conducts regular project status meetings and reports on project milestones and budget and conducts oral discussions with personnel at all levels and with representatives from other banking agencies, the banking industry, contractors, and the general public.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here .You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Applicants must have one year of specialized experience equivalent to at least the grade CG/GS 12 grade level in the Federal service. Specialized experience performing the planning, management, and coordination of full systems development lifecycle activities for the implementation of SaaS, PaaS, and Hybrid Cloud solutions, with applied use of Agile and/or iterative methodologies, and ensuring that established business objectives are met within schedule and budget parameters.

Qualifications Required:

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of project management principles, methods, and practices, including planning and schedule development, resource requirements, milestone and deliverable definition, activity monitoring, and evaluation and reporting.
  • Knowledge of methods and tools used for risk assessment and mitigation of risks.
  • Knowledge of developing acquisition and contracting strategies, task order development, performance-based contracting and selection factors.
  • Skill in applying principles, concepts, techniques and methods of systems and software design, development, and modification to the solution of key business requirements.
  • Ability to communicate orally.
  • Ability to communicate in writing.
