Summary

The incumbent of these positions will be responsible for providing advanced intelligence analysis activities for operations of the 24x7x365 Security Operations Center (SOC). The incumbent will provide direct support in ensuring the confidentiality, integrity, and availability of systems, networks, data, and users throughout the Judiciary, and create, promote and adhere to standardized, repeatable processes for the delivery of cyber threat intelligence services.

Responsibilities

This position is located within the IT Security Office (ITSO) of the Department of Technology Services (DTS). The incumbent is a recognized IT security expert within the Judiciary with a strong background in intelligence analysis activities, and a proven record managing threat research and reporting, preparing and briefing intelligence products, conducting liaison with other government agencies and industry partners, and other collection management activities. The duties of this position will include but not be limited to the following:
  • Provide on-site support to cyber intelligence analysts in submitting requirements to the appropriate Commercial Industry, Other Government Agencies and Intelligence Community (IC) agencies for Human Intelligence (HUMINT) collection, Signal Intelligence (SIGINT) collection, Geospatial Intelligence (GEOINT) collection, Measurement and Signature Intelligence (MASINT) collection, and Open Source Intelligence (OSINT) collection as it relates to the Cyber Domain.
  • Identify unsatisfied and new intelligence requirements in collaboration with other analysts in the Judiciary SOC, AO Program Offices and Court Unit Security Personnel.
  • Researches, develops, drafts, coordinates, monitors, and tasks collection requirements via one or more of the SOC operational subsystems.
  • Prepares and briefs cyber intelligence analysis to provide customers with a critical understanding of the cyber threat.
  • Identifies cyber threat trends and proposes new or revised analytical efforts to support new developments. Takes the initiative to recommend innovative solutions to improve judgments of cyber adversary intent, and capability and opportunity analysis, and identify reliable indicators of future activity.
  • Integrates intelligence and information from defensive operations and other government organizations and generates requirements to mitigate or remediate new and emerging threats to networks.
  • Manages and modernizes the threat intelligence collection and analytic platforms utilized within the Judiciary and evaluates new technologies for future integration.
  • Develops and maintains information sharing relationships with other agencies and departments in the Legislative and Executive Branches of government to foster collaboration.
  • Coordinates with other government agencies and industry partners to operationalize threat intelligence for defensive cyber activities.

  • Relocation expenses may be provided, but only if authorized by the Director of the AO.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Basic Requirements: You must have Information Technology (IT) related experience which demonstrates proficiency in each of the following competencies:

    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the areas defined below:
  • Experience leading teams of analysts in producing actionable intelligence.
  • Working with and influencing various business and technical groups to align security strategies with mission support requirements.
  • Familiar with the operational capabilities of the Intelligence Community, other government cyber security coordination authorities and industry leaders in cyber intelligence.
  • Experience incorporating data into decision making process.

  • The following is desired but not required:
  • Certified Ethical Hacker, CISM, CISSP or equivalent certifications.
