Responsibilities

  • Ensuring the provision of expert cost analysis support to Components as they grow a self-sustained capability, conduct independent cost estimates and assessments to inform Acquisition and/or Resource decisions.
  • Providing Cost Analysis Division with the necessary policies and processes to improve the capabilities of DHS cost estimating and analysis.
  • Addressing the analytical needs of the DHS cost estimating community through the development and enhancement of databases, models, and cost methodologies .
  • Identifying cutting edge tools, methods and standards being used by Industry and other Government agencies.

Qualifications

Applicants must demonstrate that they meet the Basic Education AND Specialized Experience Qualification requirements as noted below.

Basic Education Requirement For GS-1515: You must meet one of the items listed below (A or B):

A. I possess a degree in operations research from an accredited college or university. (Must submit transcript.)
B. I possess at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Must submit transcript.)

AND

Specialized Experience Qualifications for GS-1515-15: Applicant's resume must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included the following experiences:
  • providing guidance to senior level management (e.g., Undersecretary for Management and Chief Financial Officer) on cost analysis issues;
  • leading a team of cost estimators for the development of independent cost estimates;
  • developing new policies, standards, procedures, or techniques designed to improve the cost analysis function.

Selective Placement Factor(s): You possess a professional certification in cost estimating analysis (i.e. ICCEA Certification: Certified Cost Estimator/Analyst, DAWIA Level III Business-Cost Estimating (BCE), or DAWIA Level III Business, Cost Estimating and Financial Management (BCEFM), or DHS Level III Cost Estimating, or similar professional certification)? (You must submit proof of certification.)

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Secret, Top Secret, or Top Secret/SCI clearance as a condition of placement in this Noncritical, Critical,or Special Sensitive position.
