Responsibilities

You will:

- Perform legal research of relevant statutes, case law, legislative history, regulations, and governing policy, and prepare legal memoranda or other summaries of researched issues.

- Assist General Counsel and Deputy General Counsels on administrative and judicial cases, including review, analysis, and preparation of motions to be filed.

- Gather and analyze factual data related to litigation or other legal matters in order to support litigation and administrative proceedings, or to respond to legal and technical questions.

- Perform document organization, management, and retrieval in cases and administrative matters, including maintenance of litigation databases.

- Serve as Freedom of Information Act (FOIA) coordinator for the office, to include comprehensive support for FOIA document searches and review.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as providing support for litigation before courts and/or administrative tribunals including researching legal precedents, assisting in drafting briefs or other legal documents or submissions OR managing a variety of logistical tasks related to litigation, such as e-discovery and organizing case files - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position.

To qualify for the GS-12 level, you need to have at least one year of full time experience equivalent to the GS-11 level defined as providing support for litigation before courts and/or administrative tribunals including researching legal precedents, assisting in drafting briefs or other legal documents or submissions, assisting in addressing discovery, including using electronic litigation software for discovery, and managing a variety of logistical tasks related to litigation, such as organizing case files.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Ability to research and interpret statutes, case law, legislative history, regulations, and/or policy; 2) Skill in written communication; 3) Ability to prepare court filings; 4) Ability to gather and/or analyze data related to legal issues; 5) Ability to review and synthesize case information; 6) Knowledge of record management procedures; 7) Skill in using electronic databases, such as Relativity, Freedom of Information Act (FOIA) online, and Courtlink/PACER; 8) Skill in oral communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
