Summary

The USPS OIG is seeking a highly qualified applicant to fill our Assistant Inspector General for Investigations located in Arlington, VA. The selected candidate will serve as the senior executive responsible for long-range planning and integration of all investigations of civil and administrative matters and the conduct of official inquiries relating to personnel,programs and operations of the USPS.

Responsibilities

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 05/24/2019 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. This position is being advertised at the IGES Band level, equivalent to a Senior Executive Service (SES). The salary range for this position is $166,500.00 - $192,300.00.

Identifies and integrates key issues affecting the Office of Investigations, including political, economic, social, technological, and administrative factors. Determines the basic content and character of operations directed. This includes decisions on (1) what programs or major projects should be initiated, dropped, or curtailed; (2) how much resources to devote to particular projects (when man-years and a significant portion of a budget is involved; (3) the timing of initiating, dropping, or curtailing particular programs or major projects; and (4) what changes in emphasis need to be made in programs or parts of programs.

Directs basic program planning and evaluation activities. Establishes (1) long-range planning in connection with prospective changes in functions and programs; (2) periodic and comprehensive evaluation of program goals and objectives; and (3) adjustments or redefinitions of broad objectives.

Formulates decisions on organizational improvements. Assesses (1) the desirability of changes in organizational structure and/or delegated authority and the particular changes to be affected; (2) measures for improving coordination among subordinate units; and (3) control measures needed to provide data for management.

Qualifications

Provides leadership in setting the workforce's expected performance levels commensurate with the Office of Investigations' strategic objectives. Promotes quality through effective use of the organization's performance management system (e.g., establishing performance standards, appraising staff accomplishments using the developed standards, and taking action to reward, counsel, or remove employees, as appropriate).

Assesses employees' unique developmental needs and provides developmental opportunities which maximize employees' capabilities and contribute to the achievement of organizational goals; developing leadership in others through coaching and mentoring. Fosters commitment, team spirit, pride, trust, and group identity; takes steps to prevent situations that could result in unpleasant confrontations.

Anticipates, identifies, diagnoses, and consults on potential or actual problem areas relating to program implementation and goal achievement; selects from alternative courses of corrective action, and takes action from developed contingency plans. Sets program standards; ensures accountability for achieving these standards; acts decisively to modify them to promote customer service and/or the quality of programs and policies.

Assesses current and future staffing needs based on Office of Investigations' goals and budget realities. Applies merit principles to develop, select, and manage a diverse workforce. Oversees the allocation of financial resources; identifies cost-effective approaches; establishes and assures the use of internal controls for financial systems. Manages the budgetary process, including preparing and justifying a budget and operating the budget under organizational procedures. Oversees procurement and contracting procedures and processes. Integrates and coordinates logistical operations.

Ensures the efficient and cost-effective development and utilization of management information systems and other technological resources that meet Office of Investigations' needs; understanding the impact of technological changes on the organization.

Represents and speaks for the Office of Investigations and its work (e.g., presenting, explaining, selling, defending, and negotiating) to those within and outside the Office of the Inspector General (e.g., agency heads and other United States Postal Service executives; corporate executives; the media; clientele and professional groups). Makes clear and convincing oral presentations to individuals and groups; clarifies information; and facilitates an open exchange of ideas.

Establishes and maintains working relationships with internal organizational units (e.g., other program areas and staff support functions). Approaches each problem situation with a clear perception of organizational and political reality. Utilizes contacts to build and strengthen internal support bases.

Develops and enhances alliances with external groups (e.g., other agencies or firms, state and local governments, Congress, and clientele groups). Engages in cross-functional activities and maintains common ground with a widening range of stakeholders.

Works in groups and teams; conducts briefings and other meetings; gains cooperation from others to obtain information and accomplish goals; and facilitates win-win situations. Considers and responds appropriately to the needs, feelings, and capabilities of different people in different situations exercising tact and treating others with respect.

Ensures that reports, memoranda, and other documents reflect the position and work of the organization in a clear, convincing, and organized manner.

EVALUATION FACTORS:

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below:
  • Bachelor's degree from an accredited college or university
  • Current employment as an Federal Law Enforcement Officer classified as an 1811 series Criminal Investigator (You must submit a copy of your current SF-50 or equivalent that verifies your federal law enforcement status)
  • Must have at least 1 year of experience as an Executive in Law Enforcement
  • At least 10 years of Federal Law Enforcement experience
  • Must have received a satisfactory rating on your most recent Performance Appraisal (Must submit a copy of your latest Performance Appraisal).

DESIRABLE QUALIFICATIONS
  • Graduate level education
  • Experience or knowledge of the Inspector General (IG) community
  • Experience or knowledge of the Postal Service and its operations

TECHNICAL REQUIREMENTS
  • Demonstrated experience supervising, managing, planning and conducting complex criminal investigations into areas such as procurement fraud, executive misconduct and public corruption, financial fraud, mail theft, healthcare claimant and provider fraud, and other types of employee misconduct.
  • Demonstrated experience functioning as a senior level manager with responsibility for establishing work plans and overseeing a staff of subordinate managers and investigators.
  • Demonstrated experience with the development and oversight of budget, training, performance management, and strategic planning.
  • Superior oral, written, and presentation communication skills, with an ability to articulate and present ideas both to internal staff and external stakeholders.

EXECUTIVE CORE QUALIFICATIONS:This is a position in the Inspector General Executive Service (IGES). The following qualifications are required to be addressed in a separate narrative response not to exceed 5 pages (1 page each ECQ); submit with your application package and uploaded as "ECQ's or Other" document; if not addressed, you will not receive further consideration and be deem ineligible; however, the successful candidate should be capable in the following areas:

1) Leading Change: Encompasses the ability to develop and implement an organizational vision, which integrates key national and program goals, priorities, values, and other factors. 5) Building Coalitions/Communication/Team Concepts: This involves the ability to explain, advocate, and express facts and ideas in a convincing manner, and negotiate with individuals and groups internally and externally. Also, it involves the ability to develop an expansive professional network with other organizations and to identify the internal and external policies that impact the work of an organization.
