Duties

Summary

The primary purpose of this positon is to conduct the security portion of U.S. Embassy and Consulate inspections with particular focus on diplomatic posts that receive Overseas Contingency Operations (OCO) funding. Candidate will also serve as an advisor to the division director and deputy division director on project planning, operating methods, and resource matters.

Responsibilities

- Assists in the conduct of the security portion of OCO inspections of diplomatic posts abroad; Gives advice, or counsel to team leadership related to findings uncovered during given inspections.

- Defines the scope and objectives for the assigned portion of the project; identifies the security functions, activities, and operations that should be included in the inspection.

- Conducts pre-inspection preparation and background review relevant to the functional security areas assigned. Outlines the scope of the on-site inspections activity.

- Prepares various inspection documents, including survey checklists, testimonials, analysis of findings, and drafts comprehensive inspection reports capturing findings at the diplomatic posts inspected.

Applicants must have 1 year of specialized
experience equivalent to the GS-13 level in the
Federal service which provided the applicant
with the particular knowledge, skills and
abilities to perform the duties of the position.
Qualifying specialized experience must
demonstrate the following:


Experience as an expert in security operations, statutes, standards and policies.

Experience in using a wide range of qualitative and quantitative methods to improve program effectiveness.

Experience in drafting, editing reports and briefing senior official in multiple organizations.

There is no substitute of education for
specialized experience for the GS-14 position.

Qualified candidates are assigned a score between 70 and 100. Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for special priority.
