Responsibilities

This position is located within the Department of the Interior, Office of the Secretary, Office of Environmental Policy and Compliance, in Washington, DC. The Office oversees and manages the Department's Environmental Liabilities Program. The Program provides leadership and guidance on the oversight and management of environmental liabilities. This program supports the directives from OMB to require the Department to prepare annual audited financial statements in accordance with the Chief Financial Officers Act of 1990 (Public Law 101-576) and the Government Management Reform Act of 1994 (GMRA) (Public Law 101-576). Federal Financial Accounting Standard Number (No.) 5, Accounting for Liabilities of the Federal Government, states that federal agencies are required to report information on contingent environmental liabilities in their financial reports. The Office coordinates policies and guidance on the processes to report these liabilities to the Office of Financial Management. The Office also manages and maintains the Department's Environment Database (EDB). The EDB is used to manage the Department's environmental liability portion of the annual financial performance and accountability report. The program also manages and reports on Asbestos related-cleanup cost liability based on the Federal Accounting Standards Advisory Board (FASAB) issued Technical Bulletin (TB) 2006-1, Recognition and Measurement of Asbestos-Related Cleanup Costs on September 28, 2006.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
  • Coordinate and implement the Department's guidance on environmental liabilities.
  • Coordinate and implement the Department's guidance on asbestos related cleanup cost liabilities.
  • Coordinate response to EPA for sites being considered for National Priorities List ( NPL) or Federal Agency Hazardous Waste Compliance Docket.
  • Manage the Department's environmental liability database and the office's web site.
  • Manage the office's internal control program.
  • Assist with the management of information management tools.
  • Serves in a leadership role as the Program Manager for the Department's Environmental and Disposal Liability (EDL) Program

    The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Salary Information: GS-13 $99,172-$128,920 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

    This vacancy is also announced as OS-6010-19-IB-074(DEU) for those applicants who wish to apply and be considered under competitive examining procedures.

    Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

    Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

    Minimum Qualification Requirements:

    To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.

    Specialized Experience:

    To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.applying environmental laws to Facilities; 2. working on Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) environmental cleanup projects; 3. applying federal accounting standards related to environmental liability; 4. environmental database and website management; 5. managing internal control processes.

    Note:At the GS-13 level you maynotsubstitute education for experience.
