Responsibilities

As Director, the incumbent acts as an extension of the Office of the Assistant Secretary of Labor for Occupational Safety and Health, and is responsible for achieving a high degree of comparability and inter-regional consistency in OSHA enforcement programs by: (1) providing OSHA Regional Administrators a single source for enforcement program direction, guidance, and policy interpretation; (2) providing technical and programmatic enforcement assistance on specific operational problems; (3) representing the Regional Administrators before the Assistant Secretary on all enforcement matters; and (4) designing and establishing the priorities for, and coordinating at the national level, numerous special emphasis enforcement programs having substantial enforcement significance.

The Director provides leadership and direction in the formulation, development, and execution of the Directorate's multiple functional responsibilities. Provides direction in the establishment of program objectives, the evaluation of achievements, and the correction of inadequacies.

Represents the Assistant Secretary in the development of major OSHA enforcement policies, goals, and capabilities. Provides careful scrutiny and examination of operating potentials to ascertain that goals are effective, consistent, uniformed, and attainable, during coverage and implementation at the operating level. Brings to focus, evaluates, and synthesizes Regional recommendations in enforcement program areas to ensure that the program is responsive to Regional Administrators.

Serves as a liaison capacity for the Assistant Secretary and Regional Administrators in providing a direct flow of enforcement guidance outside the Agency. Maintains appropriate coordination with the National Institute for Occupational Safety and Health, Department of Transportation, Occupational Safety and Health Review Commission, Mine Safety and Health Administration, Environmental Protection Agency, and other federal agencies, the programs of which have a direct bearing on OSHA field enforcement (or where OSHA field actions or decisions might have direct bearing on the agencies).

Maintains knowledge and informs Regional Administrators of trends and development of the legislative, policy, and regulatory fronts affecting enforcement, so that they may be apprised of potential changes in programs and program emphasis.

Directs the planning and implementation, and reviews the accomplishments of, any Federal Agency Program which is responsible for assuring that each Federal agency is provided with all the guidance necessary to implement an effective occupational safety and health program.

Candidates must have a broad background in the administrative or managerial aspects of safety engineering, safety management or industrial hygiene or a combination of directly related functions or comparable work, which has demonstrated abilities of the candidate to perform the duties of the position. Candidates must demonstrate managerial ability or potential to perform in a managerial capacity at a senior management level (normally equivalent to the GS-15 level in the Federal service).

Qualifications

In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results.

Responses to ECQ's must not exceed 10 pages. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL REQUIREMENTS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people with whom you interacted, the sensitivity of the issues you handled. etc.

1. Extensive knowledge and experience of the planning, implementation, and review of comprehensive occupational safety and health enforcement and enforcement-assistance policies, applicable to the general - including chemical safety -- and maritime industries, to ensure enforcement with occupational safety and health standards.

2. Demonstrated acumen in identifying, focusing, evaluating, and synthesizing recommendations to address problem areas of major significance to the operational aspects of OSHA goals and programs based on a comprehensive and technical understanding of field enforcement program administration.

3. Extensive experience understanding occupational safety and health stakeholder roles, and developing, leading, and maintaining critical existing relationships within OSHA and between state and local governments, trade associations, unions, and private-industry stakeholders.

4. Demonstrated experience in the formulation of new or revised safety and health standards to ensure maximum consideration of the practicality for enforcement programs.

Education

The Department of Labor does not recognize academic degrees from schools that are not accredited by an accrediting institution recognized by the Department of Education. Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from Federal employment to removal from Federal service.
