Summary

The Executive Director is a senior management position within the Federal Labor Relations Authority (FLRA) career SES structure. The FLRA Chairman carries out the statutory functions of Chief Executive Officer through the Executive Director. The Office of the Executive Director provides executive and professional leadership to the divisions reporting to the Office of the Executive Director.

Responsibilities

The Executive Director's duties include:
  • Planning and directing the agency's administrative divisions: Human Resources and Human Capital Management, Budget and Financial Management, Facilities and Administrative Services, and Information Resources Management.
  • Advising the FLRA Chairman on all aspects of administrative and operational management. The Executive Director may be called upon to act on behalf of and as directed by the Chairman in approving administrative documents.
  • Acting as a liaison between the FLRA and other governmental and non-governmental organizations such as the Office of Management and Budget, Office of Personnel Management, and the General Services Administration.
  • Planning, assigning, and reviewing work delegated to subordinate managers and their employees in accordance with the needs of the FLRA.
  • Anticipating need for and developing long and short range plans to bring about change in administrative programs, as well as annual performance and strategic plans.
  • Acting as an intra-agency liaison to Presidential leadership and office component heads.
  • Acting as Agency representative in internal labor-management relations matters.
  • Develop and implement operating guidelines and instructions for the Administrative Grievance Procedures; and serves as the point of contact when employees initiate a formal administrative grievance.
  • Serves as the managerial point of contact for IG's audit findings within its purview.
  • Preparing and/or managing the preparation of written documents on Agency-wide matters including the Annual Performance and Accountability Report.
  • Performs other duties as assigned.

Qualifications

To meet the minimum qualifications for this position, candidates must meet the specialized experience at a senior level which demonstrates ability to perform the duties described above. Applicants must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses and resume must demonstrate possession of these qualifications, which includes general experience that provides knowledge of the principles of organization, management, and administration; and substantive (operating, administrative or managerial) experience in a type of work, or a combination of functions directly related to this position.

Executive Core Qualifications:
Applicants must submit a written narrative addressing each of the ECQs. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. The narrative must not exceed a maximum of 10 pages.

NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates who have been certified by OPM do not need to address the ECQs.

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical creditability)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

Fundamental Competencies: The fundamental competencies are the attributes that serve as the foundation for each of the Executive Core Qualifications; Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning and Public Service Motivation. These competencies are the personal and professional attributes that are critical to successful performance in the SES. Experience and training that strengthen and demonstrate the competencies will enhance a candidate's overall qualifications for the SES. The Fundamental Competencies are crosscutting but not necessary for you to address them separately; but rather addressed over the course of each ECQ narrative.

Mandatory Technical Qualifications (MTQs): All applicants must submit a written statement addressing each of the MTQs. NOTE: Failure to address these factors will result in your application being disqualified . Narrative responses must not be longer than one page per MTQ.

MTQ 1 - Extensive and continuing experience serving in a leadership role directing the activities of a multi-disciplinary staff.

MTQ 2 - Demonstrated experience in initiating action and following to completion the resolution of complex problems and issues, including developing and implementing initiatives to measure and improve the effectiveness of administrative programs (e.g., financial management, acquisition management, asset management, human capital and workforce planning, information and technology management).

MTQ 3 - Demonstrated experience in dealing effectively with high level officials in executive and legislative branches of government, leaders of local and national organizations, public interest groups, and the general public.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Evaluation and Ranking of Candidates: Applicants for this position will be evaluated on the basis of: (a) information provided in the application and resume; (b) information provided in the applicant's supplemental statement relating to ECQs and MTQs; and (c) quality and extent of total accomplishments.

Applicants will be evaluated by senior officials on FLRA's Executive Resources Board (ERB). The Board will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The Board will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the Board will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The ERB will refer the best qualified candidates to the selecting official for further consideration for the position. Upon selection, the Qualifications Review Board (QRB) administered by the Office of Personnel Management (OPM), certifies the executive qualifications of candidates for initial career SES appointments.
