Responsibilities

  • Plans, evaluates, and supports the activities associated with the PSD's highly complex suite of flight missions and its broad portfolio of scientific research.
  • Oversees Center program implementation of engineering development and certification of flight hardware, on-orbit certification of spacecraft systems, and development of systems to acquire scientific data.
  • Leads a division comprised of the Discovery, New Frontiers, Mars Exploration, Outer Planets and Ocean Worlds, the Research and Analysis Programs as well as ongoing mission operations and data analysis.
  • Develops detailed plans, including schedule and resource requirements for the accomplishment of PSD objectives, and presents these to the PSD Director, the Associate Administrator of the Science Mission Directorate, and other appropriate official
  • Provides oversight, policy development, program formulation and management, program requirements and objectives, budget formulation and execution, long-term investment strategies, resource allocation, and program performance assessment.

Qualifications

NASA's Science Mission Directorate (SMD) leads the nation on a great journey of discovery, seeking new knowledge and understanding of our planet Earth, our Sun and solar system, and the universe out to its farthest reaches and back to its earliest moments of existence. The incumbent serves as Deputy Director of the Planetary Science Division (PSD) and reports directly to the Director, PSD. The purpose of NASA's planetary science program is to ascertain the content, origin, and evolution of the Solar System and the potential for life elsewhere. The Planetary Science Division has an annual budget of around $2 billion dollars.

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Candidates must also demonstrate qualifications in the managerial and technical areas noted below. SES Technical Qualification Questions

1. Skill in strategic formulation and development of space flight programs in complex environments; involving multiple international, commercial, governmental and community collaborators and stakeholders. Provide examples of how you have met this requirement.

2. Experience executing end-to-end space flight mission development including design, program/project management and oversight. Provide examples of how you have met this requirement.

3. Demonstrated experience providing day-to-day leadership and organizational management of teams in a fast paced and dynamic environment. Provide examples of how you have met this requirement.

Education

Candidates must possess an engineering degree, preferably an advanced degree from an accredited engineering curriculum at an accredited college or university in a closely related engineering discipline
