Summary

The mission of the Financial Crimes Enforcement Network's (FinCEN) Intelligence Division is to provide data-driven tactical and strategic perspectives to a broad range of customers focused on illicit finance and financial criminal networks compromised financial institutions and jurisdictions, and schemes and methods related to a geographic region or functional area. This position is for the Trade, Investment, and Fraud Section of the Intelligence Division.

Responsibilities

4-Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Detect and develop financial intelligence based on the integration of data obtained from research and analysis of national and international financial crimes in assigned geographical or functional area(s). Functional areas for this position are myriad types of fraud (against consumers, the government, and financial institutions) or securities/futures/investments, or trade based money laundering.
  • Provide data-driven tactical and strategic perspectives to a broad range of customers, including law enforcement, regulators, the intelligence community, foreign partners, and the financial industry.
  • Focus on illicit finance and financial criminal networks, compromised financial institutions and jurisdictions, and schemes and methods related to a geographic region or functional area.
  • Use range of qualitative and/or quantitative analytical techniques and collection methods used to predict and assess areas of vulnerability
  • Represent the Department of the Treasury and FinCEN in internal and interagency working groups developing strategies and operations related to the specific areas of responsibility.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position includes:

-A range of financial activities, such as: public accounting, forensic accounting, asset management, securities sales and trading or back office, insurance underwriting, claims adjustment; OR
-A range of investigative activities, such as: fraud or money laundering, internal audits; OR
-Conducting strategic and tactical research and analysis on financial crimes and threats to financial systems, including collecting and analyzing intelligence information from data systems, such as the Bank Secrecy; OR
-Writing, editing, & presenting analytical products detailing intelligence analyses and findings that synthesize inputs from multiple data sources, tools, and techniques.
OR
Ph.D. or equivalent doctoral degree, if related;
OR
3 full years of progressively higher level graduate education leading to such a degree, if related;
OR
LL.M., if related;
OR
A combination of both specialized experience and education. (Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
