Responsibilities

ADDITIONAL INFORMATION: The NGA OIG Audit Division conducts independent, objective audits and other reviews of NGA programs and operations and makes recommendations to improve the efficiency and effectiveness of NGA policies, programs, and operations. The OIG Audit Division is seeking an IT Audit Specialist to research, plan, and conduct information technology-related audits and reviews. This individual will also assist in overseeing contractors performing the information technology aspects of the annual financial statement audit (Federal Information System Controls Audit Manual - FISCAM) and the Federal Information Security Modernization Act of 2014 (FISMA) evaluation. This individual should have information technology auditing experience. Experience in performing or overseeing the information technology aspects of Federal government financial statement audit and OIG FISMA evaluation is highly desirable. This individual will have an opportunity to participate in all aspects of the audit cycle from development of an annual audit plan through follow-up on recommendations. This individual must have a strong ethical commitment to ensure the integrity, efficiency, and effectiveness of NGA programs. This individual must be self-motivated and able to work independently as well as in a team environment. This individual must also have strong oral and written communication skills, and the ability to work on multiple tasks with short deadlines while prioritizing as necessary to meet critical needs. This position is non-supervisory. NGA Employees: Thank you for your interest in the OIG. SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Proven experience in IT auditing in government organizations, including conducting or overseeing IT audits performed by contractors. 2. Demonstrated FISMA (from the OIG perspective) and FISCAM audit experience. 3. Proven ability to produce auditing findings and recommendations to management (verbal and written). EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Accounting or a related field such as Business Administration, Finance, or Public Administration that included or was supplemented by 24 semester (36 quarter) hours of coursework in Accounting or Auditing. The 24 hours may include up to 6 hours of credit in business law. -OR- B. Combination of Education and Experience: At least 4 years of experience in Accounting or Auditing, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. The applicant's background must also include one of the following: 1. A minimum of 24 semester (36 quarter) hours in Accounting or Auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in Accounting or Auditing, e.g., 15 semester (22 quarter) hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in Accounting or Auditing, the applicant's education, training, and experience fully meet the specified requirements.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Minimum of three years of IT auditing experience in Federal government organizations, including conducting or overseeing IT audits performed by contractors. 2. Bachelors degree. 3. Demonstrated participation in IT audit readiness activities. 4. Maintain Certified Information Systems Auditor, Certified Information Security Manager, or Certified Information Systems Security Professional certifications. 5. Decision Quality - Using knowledge and experience to look at a situation objectively, setting aside any biases, and determine the best long-term solution.
