Summary

The Office of International Affairs and Seafood Inspection (IASI) engages with other countries bilaterally and through various multilateral international fisheries organizations to promote sound management and conservation of global fisheries resources in a manner consistent with U.S. domestic fisheries policy. IASI has a broad mission in the areas of policy, regulation, seafood safety, and trade with the goal of creating sustainable global resources.

Responsibilities

The Director, International Affairs and Seafood Inspection coordinates policies to implement bilateral and multi-lateral formal and informal agreements concerning international fisheries management, protected resources management, habitat conservation and management and related science issues, and recommends U.S. positions with respect to participation in international cooperative marine resources activities. The Director supports capacity building in other nations to develop and implement integrated marine resources management through the provision of expertise from National Marine Fisheries Service (NMFS), other federal agencies, academic institutions, non-governmental organizations and the private sector. In conducting this work, the Director collaborates closely with the Department of State and other agencies and non-governmental organizations involved in defining and implementing US policies related to international marine resources. The Director recommends prospective cooperative activities with potential for programmatic and operational benefits to NMFS and the Federal Government.

The Director's responsibilities consist of working with NMFS programs in planning, coordinating, and directing international programs, and carrying out tasks of special interest related to international activities. The Director exercises a Federal leadership role in establishing policies, guidelines, and procedures for NMFS special interest international programs including international and regional management arrangements; bilateral consultative agreements; scientific organizations and councils; and, other international arrangements of interest to NMFS.

The Director, International Affairs and Seafood Inspection also consists of overseeing the activities of the Seafood Inspection Program assuring compliance with administrative procedures and guidelines and representing the organization in daily communication with a variety of federal, State, and public organizations and customers. The Director provides principal advisory services in matters pertaining to the administration and technical operation of seafood inspection services and oversight. Seafood Inspection services include establishing sanitation inspection system and process audits; product inspection and grading; product lot inspections; laboratory analysis; training; consultation, and export Certification.

The incumbent directs and coordinates these activities by establishing goals and objectives; setting program standards; carrying out budget analyses and recommendations; monitoring program progress and performance; evaluating the use of resources; and interacting with NOAA and NMFS executives, high level officials of other agencies, state authorities, representatives of foreign governments, and concerned domestic and foreign industries/non-governmental organizations. The responsibilities of the incumbent require strategies that are national and international in scope, have high public visibility, interest or concern; and receive frequent attention by NMFS leadership, the NOAA Administrator, the Congress, and other high-level Administration officials.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

SES Executive Core Qualifications (ECQs):

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Core Qualifications (PTQs):

PTQ 1 - Demonstrated experience in evaluation/assessment of formal and informal cooperative agreements related to living marine resource management practices/activities in order to present recommendations regarding effectiveness, participation and/or contribution to national and/or organizational goals/objectives.

PTQ 2 - Senior level knowledge of and demonstrated experience in dealing with international treaties, convention agreements, and/or organizations/programs that directly affect the use, conservation and development of the nation's natural resources, particularly those regarding living marine resource science and management.

PTQ 3 - Senior level experience interpreting and applying federal laws and regulations pertaining to the commercial processing of seafood products.

Additional information

Background Investigation: This position is designated as Top Secret and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
