Responsibilities

• You will be responsible for the development and integration of software and associated technologies required to create and field networked weaponized unmanned and autonomous air, ground, and surface systems.
• You will be responsible for the development of the ARES (Autonomous Remote Engagement System) software product and associated algorithms that will be demonstrated and assessed within several air, ground, and surface warfare applications.
• You will be tasked with the design, creation, integration, and testing of semi-autonomous airsoft-equipped pan-tilt units and unmanned vehicles as part of this effort.
• You will be competent in the areas of advanced programming experience in C/C++ or Python.
• You will demonstrate knowledge and experience in software design principles and practices.
• You will demonstrate knowledge of software and hardware based laboratory prototyping.
• You will effectively communicate both orally and in writing to a variety of audiences.

Qualifications

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1107 of the National Defense Authorization Act for Fiscal Year 2014 authorizes the Naval Sea Systems Command (NAVSEA) Warfare Centers Science and Technology Reinvention Laboratory's (STRL) to recruit and appoint qualified candidates with a Bachelor Degree into Scientific and Engineering positions. Competitive rating and ranking of applicants do not apply to the Direct Hire process.

In addition to the Basic Education Requirements for this position (found in the Education section of this announcement), your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND 03 (GS 09/11 equivalency) as a professional Engineer or Scientist performing technical development and integration of autonomous remote systems. Examples of qualifying experience may include: Performing technical development and integration of an Autonomous Remote Engagement System (ARES); designing, creating, integrating and testing of airsoft-equipped pan-tilt units and unmanned vehicles; developing core software to automate remote weapon stations and UxVs; designing software components for the integration of required capabilities; characterizing system performance; effectively communicating both orally and in writing to a variety of audiences.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0801/0830/0850/0854: Professional Engineering Series - Degree
Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR,
Professional Engineering Series - Substitution of Education/Experience (0830/0850/0854/0855): Possess a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences. The adequacy of such background must be demonstrated by one of the following:
OR,
(I) Professional Registration: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.;
OR,
(II) Written Test: Successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;
OR,
(III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A (response above);
OR,
(IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (Note: Please see the Qualifications & Education sections of this announcement for a link to the Office of Personnel Management's (OPM) Individual Occupational Requirements. OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. This training plan or experience must be well documented and provided at time of application.)

Series 1550: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
