This vacancy is for multiple Program Analyst positions in the Associate Director for Decennial Census Programs (ADDC) area, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Provide advisory services to project managers on requirements management, risk management, schedule management, change control and configuration management.
  • Participate in developing and revising processes to accomplish project goals and objectives.
  • Participate in analyzing and evaluating major program goals and objectives.
  • Identify and develop ways to resolve problems related to the goals and objectives.
  • Participate in developing, monitoring, and updating schedules for projects during planning and implementation phases.
  • Manage, engage, and communicate with internal/external stakeholders on program requirements, agendas, and inquiries.

Non-Current Career/Career Conditional U.S. Census Bureau Employee: This position will be filled as a Temporary Appointment not to exceed 1 year or 09/26/2020, whichever comes first with the possibility for extension at management's discretion.

A trial period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Relocation expenses may not be paid.

This is an open continuous announcement. The initial cutoff date for referral is December 6, 2018. After this date, additional referral lists will be created as vacancies are available. This announcement covers multiple positions within the various Directorates within the U.S. Census Bureau through June 28, 2019.

Qualifications

Specialized Experience: For the GG-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: applying project management principles to assigned projects; gathering and developing requirements related to new or time sensitive programs; experience applying independent judgment when details are not provided; working with interdisciplinary to identify and resolve problems that effect the accomplishment of principles program goals and objectives; developing schedules for projects; communicating in writing and in person to various levels of stakeholders; managing and engaging with a variety of internal/external stakeholders.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position.
