Contractor personnel must have actively flown in an aircraft listed in 3.8.2.1 and been assigned to a flying billet in the same-active, guard or reserve billets are all acceptable. 3.9.2.4 A FINAL Top Secret SCI Security Clearance and NATO Secret. 3.9.2.5 Have experience working with foreign militaries. 3.9.2.6 Graduate of the USAF Weapons Instructor Course or Navy Top Gun program. 3.9.2.7 DoD experience in foreign military sales or international affairs. 3.9.2.8 Must have knowledge and general understanding of the following areas: Knowledge and general understanding of USAF roles and missions. Knowledge and general understanding of SAF/IA's role within and relationship towards the security cooperation community. Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation and players. 3.9 Task 9: FMS Program Management for F-15 Weapons Systems: The Contractor shall provide operational, tactical, and technical expertise to support Air Force equities associated with the export of the F- 15 family of aircraft and all associated subsystems and weaponry. Topics will cover the full range of USAF and partner air force fighter aircraft but will focus on the various versions of the F-15. Subjects will cover the full range of F-15 training and tactical & operational employment in peacetime and during contingency operations. 3.9.1 The Contractor shall: 3.9.1.1. Provide operational, tactical and technical subject matter expertise for the export and subsequent partner air force operation of F-15 and other fighter aircraft and associated equipment, subsystems, and weaponry. 3.9.1.2. Support the development of USAF export and foreign disclosure guidance for USAF systems and associated tactics. 3.9.1.3 Provide expert program disclosure advice to senior USAF leaders. 3.9.1.4 Research and make recommendations for policies based on political-military, weapons system technology and capabilities, fighter tactics, training, and operations, and security considerations. 3.9.1.5 Coordinate with industry, systems groups, DoD, DoS, and HAF agencies to facilitate the export of interoperable systems to Allies. 3.9.1.6 Offer expert technical advice to foreign military & government officials on USAF FMS weapons systems and training programs. This includes drafting and delivering briefings, drafting papers and correspondence, and participating, as an advisor to the responsible US Government official, in face-to-face meetings, and other methods as required. 3.9.1.7 Prepare and present technical briefings to various DoD and interagency export governing bodies. 3.9.1.8 Provide subject matter expertise to US Government officials during USAF official review of export license requests from industry. 3.9.1.9 Draft, review and provide subject matter expertise to US Government personnel for sensitivity of technology reports portions of 36(b) notification of foreign military sales to the US Congress. 3.9.1.10 Support foreign competitive acquisition process in which USAF sponsored systems are being considered. 3.9.1.11 Efficiently and effectively work with any version of the Microsoft Office Suite software applications in day-to-day researching, writing, coordination, and revision of communications materials (briefings, talking points, etc.). In the absence of specific SAF/IA guidance regarding format the Contractor will follow the standards outlined in USAF Handbook 33-337, Tongue and Quill. 3.9.1.12 Read, write, and communicate professionally & effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer. 3.9.1.13 Perform duties at the Pentagon, Washington DC and/or via Government approved telework arrangement (please see PWS Paragraph 10.8).
