Sr. Staff Chief Engineer 5 - TS/SCI Requisition ID : 19012488 Location : United States-Virginia-McLean US Citizenship Required for this Position: Yes Relocation Assistance: Relocation assistance may be available Clearance Type: SCI Shift : 1st Shift Travel : Yes, 10 % of the Time Description The Mission Engineering and Systems Architectures team is looking for a Chief Engineer (CE) to join the Neo Horizons Program within the Cyber and Intelligence Mission Solutions (CIMS) Division organization. The Chief Engineer is the definitive technical authority for all aspects of engineering on a program and acts as both a technical leader for the systems engineering team and as an independent advisor to the Program Manager. The CE performs a number of duties to include: * Central point of contact and authority with the customer for the technical solution. * Technical lead for systems engineering, with accountability for the system architecture, ConOps, and requirements. * Has the technical authority as the overall approver for system-level requirements verification. * Has accountability for the overall performance of the system. * Chairs of the system Technical Review Board. This is sometimes also referred to as a system-level CCB. * Oversees software engineering, systems engineering, test engineering, database engineering, network engineering, and other technical efforts to ensure engineering best practices are being followed. * Assists in resolution of technical issues. * Leads and manages the technical risk and opportunity on the program. * Provides technical leadership to develop, define, and document system design, system test, system fielding and system metrics. * Reviews engineering products (eg, architecture views, interface diagrams) to ensure adherence to sound engineering processes in accordance with program established policies, procedures, and quality standards. * Technical volume manager for proposal efforts. * Generates Basis of estimates in response to requests for proposals. * Performs technical reviews of Engineering Change Proposals (ECPs). * Respond to Sole Source Justification (SSJs) and Technical Evaluations. * Makes recommendations for tools and technologies for trade studies, Analysis of Alternatives (AoA). * Coordinates and leads Technical Exchange Meetings (TEMs) * Coaches and mentors engineers * Drafts white papers * Conducts program-wide innovation activities looking for new, "out-of-the-box" ideas that improve efficiencies, reduce costs, or provide additional capabilities * Represent Engineering on NAR/ICE and at BEB & Gate Reviews This position is located in McLean, Virginia. NGMSCIMS Qualifications Basic Qualifications: * Bachelor's Degree in a STEM (Science, Technology, Engineering, Math, etc.) discipline and at least 14 years of experience, OR a STEM Master's degree with at least 12 years of experience, OR a STEM PhD with at least 9 years of experience. * 9+ years of experience in System Engineering and project engineering/program management. * Ability to collaboratively lead technical efforts across a diverse team including Northrop Grumman Mission Systems Sector Technology Services Sector, subcontractors, the Government customer, and other Government programs. * Ability to define and implement IT requirements in a mission critical operational environment, and to develop plans/roadmaps to implement those requirements. * Understanding of transitioning existing applications to new environments, ie cloud in particular AWS. Preferred Qualifications: * Experience with DHS mission. * Current EOD security clearance * Understanding and experience in developing solutions for cloud environments (ie, AWS). * Understanding of standard web services protocols and programming languages and systems such as JAVA, PHP, JBOSS, Tomcat, Linux, Windows, Python, Arcpy. * Experience using agile design and delivery techniques (eg, DevOps); knowledge of SAFe or other similar agile methodologies. * Experience and/or domain knowledge of Cyber applications.
