Summary The candidate will plan, manage, execute, and assist with varied software development enhancements, customization, or IT systems development projects. Gather information with the front-end customer and technology solution provider users to determine project parameters and specifications. Will work collaboratively with key stakeholders and technical leads to provide assistance and track attainment of project milestones. Report on progress to project managers and leads. Analyze and study complex system requirements, propose and implement agreed upon solutions. Assist with the design of software tools and subsystems to support software reuse and domain analyses and supports their implementation. Assist with software development and support using formal specifications, data flow diagrams, class diagrams, and other accepted design techniques. Learn how to estimate software development costs and schedule and provide input as needed. Review existing programs and assist in making refinements, reducing operating time, and improving current techniques. Support software configuration management in all development tasks. Responsibilities Create desktop, browser-based, and web service applications using the Perl, JavaScript, Node.JS Platforms and Catalyst and Angular frameworks Install, Configure and Administer Application Servers for Java Based applications Have proficiency in operating systems including Windows Linux Leverage standard Integrated Development Environments (IDEs) for building applications (eg, JDeveloper, NetBeans, Eclipse, etc. ) Leverage browsers-based standards including HTML, JavaScript, and Cascading Style Sheets Use object relational modeling frameworks to support data access needs within applications Develop application user interfaces based on defined styles and specifications Manage versions of developed software using approved US Census tools Apply necessary security and maintenance patches to stay within organizational compliance Possess knowledge of the database systems including Oracle Experience writing and optimizing Structured Query Language (SQL) statements for applications Adhere to browser based development based on specific and approved organization browsers Develop applications that comply with planned and defined enterprise and data architectures Adhere to application hardening procedures per the guidelines provided by the customer Develop applications using human-centric principles, approaches, and techniques Seek mentoring and technical guidance from senior developers Participate in one or more Integrated Product Teams (IPTs) to provide functional support Serve as a functional expert to the program which could include attending various meetings Participate in weekly System and Software Development Discipline meetings with all functional staff members Participate in daily IPT meetings with all IPT staff members Implement and promote functional discipline standards to be used across all IPTs Meet with technology solution providers to determine business needs and functionalities desired for new or revised application(s) Adhere to plans created for IPTs, including milestones, use of technology and tools following established project management methodology Document technical designs in standard methods using approved tools Provide input into project plans as necessary Use program and project artifacts including an integrated schedule to provide input to reports Report on progress of project and milestones to the internal management team Work directly with the management team to provide information related to the project s status Assist in the management of customer expectations around project timelines and deliverables Compile and maintain project risks and their mitigations into a standard project repository Qualifications Bachelor s Degree Knowledge of Agile Scrum Projects and Principles Experience with Eclipse, NetBeans andor other IDEs Experience with Oracle Database Experience with Perl, JavaScript, Node.JS Platforms and Catalyst and Angular frameworks Experience with Web Services Experience with team collaboration tools (eg, HP ALM, GIT, etc ) 5+ Years Application Development Experience Possess communication skills Ability to provide reports in a consumable manner for diverse audiences. Ability to adjust reporting formats when necessary Ability to work rapidly in a high tempo, high stress environment that often requires multitasking Clearance Requirement Applicants selected will be subject to a security investigation and must meet eligibility requirements to obtain and maintain a public trust clearance. This requires residence in the US for the past three years continuously.
