Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's Degree in Technical Writing, Engineering, Engineering Technology or a related field. Minimum four (4) years of responsible experience in the preparation and writing of technical specifications.

Or, an equivalent combination of post high school education and a minimum of six (6) years of experience in the preparation and writing of technical specifications.

Medical Group:

Ability to satisfactorily complete the medical examination for this job. The incumbent must be able to perform the essential functions of this job either with or without reasonable accommodations.

Job Summary/Duties :

This is administrative engineering and technical work in support of car and car borne or bus equipment maintenance documentation. Incumbent is responsible for the preparation of specifications for maintenance processes and procedures and other related technical documentation required for the effective maintenance and overhaul of rail car or bus equipment. Incumbent also develops and provides amendments to Authority technical specifications for rail car or bus equipment procurement and contracting. This position has considerable latitude for independent judgment and action within general guidelines. Work is supervised by the Manager of Rail Car or Bus Equipment Instruction.

Prepares contract technical specifications for all procurement types, i.e. Invitations for Bids and Bid Forms, Requests for Proposals and Proposal Forms, General Provisions, General Requirements, Special Conditions, technical specifications, amendments, modifications for all car equipment procurement contracts.

Develops, prepares and revises guides and standard specifications for routine maintenance, campaigns and projects to ensure that specifications are technically current, meet industry standards, provide maximum equipment availability and reliability and conform to Authority policies and procedures.

Develops and updates instructional guidelines for preparation of procurement documents. Monitors and reviews specifications and amendments prepared by maintenance and engineering staff to ensure compliance with technical requirements and the Authority's established procedures.

Develops and updates maintenance processes and procedures for complex and corrective maintenance in conjunction with engineering and maintenance requirements, equipment reliability and availability requirements, Authority safety and maintenance practice requirements, and governing regulations.

Coordinates preparation of all documents with engineering, maintenance, maintenance planning, safety, quality assurance and other appropriate Authority offices to assure inclusion of technical specifications that conform to the needs of the Authority.

Investigates particular special and technical requirements, materials and complex technical references for individual documents and contracts.

Maintains computer records including historical data in a technical library for all documentation prepared.
