Metro is seeking a Technical Writer to be an integral part of the Metro Transit Police Department's Office of Strategic Planning. The ideal candidate should have current and demonstrable experience writing and producing high-quality technical and user-guidance documentation related to law enforcement. The incumbent has the ability and discipline to focus and concentrate in a busy and fast-pace office environment and is not easily distracted. The Technical Writer role will require a great deal of coordination with the manager, large writing tasks, and the ability to successfully multi-task planned and emergency tasks.

Education Minimum Qualifications
  • A Bachelor's degree in Criminal Justice, Technical Writing, Communications, Journalism, or related studies

Experience
  • Four (4) years of experience in the preparation and writing of complex technical documents that describe law-enforcement related processes, policies, procedures, regulation, and statutes. This position requires a specific background and skillset in law-enforcement, criminology, and/or policing field. The incumbent must have knowledge of audit, interviewing, investigative and research techniques, police practices, and the criminal justice system, as well as the ability to stay abreast of innovative technologies that can improve the quality of crime prevention and policing.

Summary

The Technical Writer, Metro Transit Police Department is responsible for professional technical writing and editing duties including researching, developing and updating a variety of law-enforcement related technical documents. The incumbent establishes and updates document standards for layout and the organization of documentation as well as maintains historical revision records. The incumbent identifies policy trends through research of technical journals, papers, and publications; benchmarks policy and procedures against those of other police agencies; develops new policy; and amends current policy and procedures relative to the department.

Essential Functions
  • Researches, develops, and updates technical documents, including general orders, standard operating procedures, policy and instruction procedures and manuals, training and testing materials, lesson plans, work instructions, and law-enforcement related technical/safety protocols and best practices. Ensures that sworn and civilian personnel have the necessary governing documents required to perform their duties.
  • Gathers and discerns information from many sources including law-enforcement agencies and publications and interacts frequently with subject matter experts.
  • Studies and analyzes law-enforcement related policies, procedures, regulations, and actions from Federal, State and Local jurisdictions, court decisions, regulatory and statutory changes, case studies, and other related ordinances. Assesses the impact of these on the department.
  • Reviews and edits materials written by others and ensures document uniformity and consistency across the Metro Transit Police Department.
  • Arranges for typing, duplication, and distribution of documents. Ensures that documents are complete, understandable and accurately represents appropriate visual presentation of data.
  • Identifies and implements records and document procedures and processes. Continuously ensures that documents are updated, streamlined, maintained and archived appropriately.
  • Prepares reports and memos in response to internal and external group findings and recommendations. Provides management with the evidence and data to aid in strategic planning decisions.
  • Maintains computer records, including historical data, for all documentation prepared. Ensures accurate version control, and audit trail.

Other Functions
  • Establishes standards for layout, content and organization of documentation.
  • Creates graphical images, flow charts, diagrams, and documents.
