Budget Analyst, Senior
Key Role:
Support the planning, implementation, production, and delivery of a budget formulation schedule. Analyze the preparation and dissemination of programmatic guidance, advice, and all necessary templates to ensure budget justification materials are accurate and complete. Review documents for technical correction and edits for the development of congressional testimony, budget presentations, issue papers, and talking points and review, monitor, and summarize congressional budget actions and legislation. Assist with preparing executive correspondence by reviewing documents for technical corrections and edits and managing portfolios for performance management and cross-program analysis to ensure requirements are being addressed and gaps are being closed. Consolidate and summarize budget execution in written reports and conduct analysis to help identify issues and trends affecting budget execution. Assist with the development of tracking mechanisms to ensure full accountability. Provide thorough and concise meeting notes covering major discussions and action items resulting from the sponsor's meetings notes for covering major discussions and action items.

Basic Qualifications:
-Experience with working on performance management, budget formulation, and execution processes for intelligence community (IC) programs or the DoD

-Experience with applying expertise in analytics and diagnostics, including qualified techniques for mission requirements
-Experience with conducting independent research and analysis and developing briefing materials for senior executives
-Experience with filtering and synthesizing data, producing clean, logical, and concise products, and developing weekly and monthly reports using various data sources
-Experience with Microsoft Office, including Word, PowerPoint, and Excel and IC and government financial systems
-Experience with processing and tracking Commitments, Obligations, and Expenditures (COEs)
-Knowledge of the IC budget formulation process or IC Planning, Programming, Budget, Execution, and Evaluation (IPPBE)
-TS/SCI clearance with a polygraph
-BA or BS degree

Additional Qualifications:
-Experience with SharePoint
-Possession of excellent oral and written communication skills, including presenting results to senior leadership in oral or written formats
-BA or BS degree in Business Administration, Operations Research, Data Analytics, Economics, or Mathematics
