    This position is located in the Office of Public and Indian Housing (PIH), Real Estate Assessment Center (REAC), Office of Project Management and Alignment (PMAO). PIH’s mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD’s Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. The PMAO within the REAC is responsible for annual assessment of HUD funded agencies who administer multifamily and public housing supported programs.

    Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

    -Experience interpreting and applying statutes and regulations governing affordable housing programs; AND
    -Experience gathering and analyzing data bases that rely on using advanced Excel functions, such as developing pivot tables, macros and advanced formulas; AND
    -Preparing reports to summarize and present findings and recommendations; AND
    -Experience interpreting quantitative and basic statistical analysis techniques.

    Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

    -Experience interpreting and applying statutes and regulations governing affordable housing programs; AND
    -Experience gathering and analyzing data bases that rely on using some advanced Excel functions, such as macros, pivot tables, and advanced formulas.; AND
    -Preparing reports to summarize and present findings and recommendations.

    Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

    -Experience interpreting and applying statutes and regulations governing affordable housing programs; AND
    -Experience gathering and analyzing data bases that rely on using intermediate-level Excel functions, such as entering formulas, producing graphics from data, moving and integrating data across multiple spreadsheets, macros, etc.;

    OR
    Education: Ph.D. or equivalent doctoral degree in a related field (e.g., course work included courses in statistical techniques and data base analyses) or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
    OR
    You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the first 2 years may be combined with experience. 
     

    Time-in-Grade:
    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-13, you must have been at the GS-12 level for 52 weeks.
    For the GS-12, you must have been at the GS-11 level for 52 weeks.
    For the GS-11, you must have been at the GS-09 level for 52 weeks.

    Time After Competitive Appointment:
    Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.
    - Must successfully complete a background investigation.
    - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
    - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    - Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    - Obtain and use a Government-issued charge card for business-related travel.
