    SPECIALIZED EXPERIENCE:

    GS-14: You qualify for the GS-14 level (starting salary $117,191) if you possess one year of specialized experience at the GS-13 level performing duties such as planning, organizing, and carrying out analytical studies in the development and implementation of IT operations or proposed initiatives; consulting, providing advice and guidance on IT issues; performing a wide variety of supervisory or team lead/senior analyst functions such as delegating assignments, reviewing work products; guiding, advising and counseling employees; directing and coordinating program and project management activities for systems being planned, designed, developed and maintained; and overseeing investment funding, policies and strategies, plans, program baselines, documentation requirements, performance assessments, and program review activities necessary to support the development and implementation.

    This position will require a FAC-PM Level II or equivalent Project Management Professional (PMP) certification. The incumbent must maintain or obtain a FAC-PM Level II or PMP equivalent certification within the first 2 years of hiring.

    National Service Experience (i.e., volunteer experience):  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.

    • Knowledge conducting program evaluation using a range of quantitative and analytical methods.
    • Ability to manage a multi-faceted team in order to attract, retain, coach, mentor, motivate and direct the work of a subordinate staff.
    • Skill in communicating with a wide range of individuals in order to represent specific points of view, influence decisions, and gain acceptance of ideas and recommendations.
