  • GS-09: Applicants must have at least one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service that is directly in or related to the work of the position to be filled. Specialized experience is defined as: working in an environment with a consistent flow of external callers (call center, other agencies, federal employees, contractors and the public) documenting inquires, complaints or requests and/or responding to questions, and directing callers or messages to the appropriate staff; analyzing allegations of waste, fraud, abuse and mismanagement by reviewing complaints and summarizing relevant information; conducts research to identify key information on the complaints; prepares draft responses to complainants; maintains the hotline and Whistleblower emails, and assists with FOIA requests; OR

    Master's or equivalent graduate degree, or 2 full academic years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related; OR

    Combination of education and experience.

    GS-11: Applicants must have at least one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service that is directly in or related to the work of the position to be filled. Specialized experience is defined as: working in an environment with a consistent flow of callers; evaluate and solicit essential information from caller and other details required to make a determination; assists with Whistleblower disclosure and retaliation submissions; works well with large volumes of information and ability to differentiate peripheral details from critical hotline issues; drafts responses for senior hotline staff to complainants; compiles SAR data semi-annually; OR

    Ph.D. or equivalent graduate degree, or 3 full academic years of progressively higher level graduate education leading to such a degree, or LL.M., if related; OR

    Combination of education and experience.

    GS-12: Applicants must have at least one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service that is directly in or related to the work of the position to be filled. Specialized experience is defined as: working in an environment with deadlines and consistent flow of callers who could be hostile or difficult; ability to summarize complainant's information into a concise report; ability to develop and prepare monthly statistical reports; works independently compiling, reviewing and evaluating large amounts of data to make informed decisions about appropriate handling of complaints; experienced in communicating, corresponding and interacting with leaders in a high level professional manner.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

    All qualification requirements must be met by 11:59 pm (Eastern Time) on 06/05/2019 of this vacancy announcement.

    If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

    Combination of Experience and Education:

    GS-09: For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

    GS-11: For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

    GS-12: Education may not be substituted for experience for this grade level.

    SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation may be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
