Arlington County is an exciting, innovative local government entity located in Northern Virginia. We are seeking bright, highly motivated individuals for an exciting one-year Management Internship in a variety of positions across the County. These positions offer a career opportunity to qualified individuals with little or no previous professional work experience to help them prepare for a career in a variety of fields of work. This Internship will provide new college graduates and currently enrolled graduate students with in-depth, hands-on learning opportunities in areas critical to supporting local government initiatives while participating in a developmental and training cohort with peers.


Over the course of a year, Management Interns work under the mentorship and supervision of senior staff members to gain valuable on-the-job training and real-world work experience. They support the County's efforts to consistently work toward greater efficiency and effectiveness by offering improved processes and fresh ideas, and by leveraging smart technologies, while becoming familiar with the public-sector work environment as a viable and fulfilling career path.

Program Participation

2018 and 2019 college graduates with a minimum GPA of 3.0 and who have no professional work experience in an area related to the internship are welcome to apply. Applications will be considered from candidates who have earned a Bachelor's or Master's degree in 2018 or 2019 prior to the start date of the Internship or who are currently enrolled in a Master's degree program related to the internship.

Positions Available (4)

Department of Environmental Services

Data Engineer and Process Improvement Intern. (FILLED) The Department of Environmental Services (DES) is seeking a management intern for the Business Improvement and Optimization (BIO) program in the Decision Support Division. This position is no longer available.

  • Design, build, maintain and enhance data models, ETL processes, and work flows to support business and analytical needs in DES;
  • Collaborate with internal stakeholders and other business units on reporting and analytical projects, including gathering and documenting business requirements, understanding and analyzing data sources and data flows;
  • Perform data validation, cleansing, transformation, and advanced analytics using SQL, R and Python;
  • Develop dashboards and reports using Microsoft and/or ESRI products; and
  • Provide technical assistance and training to business users on effective use of current reporting and analytical tools as needed.

GIS Intern (2) vacancies. This Intern will support the Geographic Information Systems (GIS) Mapping Center by performing a variety of duties related to the creation and management of geospatial data as it supports dozens of applications for all County offices.

  • Performs routine and specialized GIS mapping functions to produce, maintain and update a variety of land-based maps and overlays including planimetric, infrastructure, and demographic maps;
  • Develops mapping solutions to business problems using a variety of advanced analytical packages such as ArcGIS, ERDAS Imagine, Network Analyst, Spatial Analyst and 3D Analyst;
  • Works with clients, under the direction of Mapping Center staff, to determine mapping/analysis approaches to business problems, outlining a project methodology, identifying data requirements and appropriate software, and producing end products to meet clients' need; and
  • Performs mapping liaison duties to serve agency clients, maintaining datasets, anticipating future mapping needs, describing the analysis capabilities of GIS, and conceptualizing and creating new mapping projects.
Decision Support Intern: The Management Intern will assist with the implementation of several new business applications in DES and the enhancement and support of departmental applications including a Capital Project Management System (CPMS) and two asset management systems (i.e. Cartegraph and OEM).

  • Manage network equipment for department-specific systems;
  • Review, analyze and/or implement new software or hardware;
  • Identify process needs and supporting deployment of pipelined IT projects;
  • Capital Project data analysis;
  • Train and documentation of our business applications;
  • Data gather and process mapping; and
  • Daily operating system and application support functions.

Selection Criteria

We anticipate filling these positions between July 1, 2019 and September 1, 2019. Therefore, applications will be accepted from candidates graduating with an undergraduate degree no later than August 2019 and from candidates currently pursuing a Master's Degree in their field.

  • Must have earned a Bachelor's or Master's degree in 2018 or 2019 prior to the start date of the Internship or are currently enrolled in a Master's degree program related to the internship.
  • Management Interns may not have professional work experience related to the internship.
  • G.P.A. of 3.0 or above. Applicants may be asked to provide certified official transcripts.

Degree Requirements :

Data Engineer and Process Improvement Intern: (FILLED) Computer Science, Engineering, Information Systems, Operations Management, or a closely related field. This position is no longer available.
  • Desirables: Preference may be given to candidates with experience in one or more of the following:
    • Demonstrated use and/or academic coursework in the following:
      • Relational database design, data modeling, data cleansing and/or data integration;
      • Processing and analyzing XML, JSON, and/or spatial data;
      • Programming in SQL, R, Python, DAX, JavaScript, and/or C#;
      • Microsoft SQL Server, Power BI, SSIS, ArcGIS, and/or Amazon Redshift;
      • Web Services and RESTful APIs; and/or
      • NoSQL and big data technologies.

GIS Intern (2) vacancies: GIS, Urban Planning, or Computer Science.
  • Desirables: Preference may be given to candidates with experience in one or more of the following:
    • Demonstrated use and/or academic coursework in the following:
      • Cartographic principles, practices and methods related to systems such as ArcGIS suite10.x, SQL Server or MS Access to create land-based maps;
      • Modeling techniques using software such as Spatial Analyst, Network Analyst and 3D Analyst;
      • Photogrammetric techniques using imagery software to interpret aerial photography;
      • Evaluation of existing data for conversion to the GIS, to analyze client needs and to select and use the appropriate analytical software tools
      • Programming with Python, VB/C++/ASP.NET, JavaScript, HTML 5, CSS;
      • Relational Database Management Systems (RDMS) preferably Microsoft SQL server 2008 or higher
      • Windows Server Environments;
      • COTS software focused on Web/Mobile mapping; and/or
      • ArcGIS online.
Decision Support Intern: Computer Science, Computer Engineering, Computer Management Information Systems, Business Administration with IT focus, or Mathematics.
  • Desirables: Preference may be given to candidates with experience in one or more of the following:
    • Demonstrated use and/or academic coursework in the following:
      • Conceptual thinking, data analysis and modeling;
      • Business intelligence software;
      • Analytical programs;
      • Collaboration tools; and/or
      • Microsoft PowerApps.

Additional Information

Work Hours: Monday through Friday, 8:00 a.m.- 5;00 p.m., 40 hours/week, with some flexibility. Occasional evening/weekend hour may be required for some positions.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
