You may qualify at the GS 15 grade level, if you fulfill the following qualification requirement:

Candidate for this position must clearly demonstrate in their resume that they possess specialized experience in: planning and organizing the scope and depth of studies, to include determining the nature of the issues to be resolved to meet organizational objectives; managing automated correspondence system and researches correspondence and identify the flow for efficiencies; providing advice involving interpreting policies, procedures, practices and regulatory guidance to resolve a wide range of complex issues and arrive at resolutions that are mutually acceptable by all stakeholders; discerning the intent of legislation and P&R statements and how to translate the intent into program actions; applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of management processes and systems; working cooperatively with people at all levels within the Department and with other Government and private agencies to accomplish the mission.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
