    Minimum Federal Qualification Requirements:

    Qualifying experience for the GS-14 level requires IT-related experience that demonstrates each of the following four competencies: Attention to Detail; Customer Service; Oral Communication; and Problem Solving; AND one (1) year of specialized experience at least equivalent to the GS-13 level. Specialized experience is experience that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Experience must be IT-related and may be paid or unpaid experience.

    Examples of specialized experience include: work where the incumbent serves as a IT program/project manager, technology expert, consultant, liaison and solution; managed programs and/or projects and performs work that involves managing one or more major multi-year IT initiatives or work that involves directly managing IT projects; leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical priorities; and provides highly specialized technical guidance and solutions to business units relating to current and emerging information technology.

    Technical Qualifications:

    Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications.

    Knowledge of Information Technology (IT) Program/Project Manager certification requirements.

    Knowledge of the Federal budget process, financial management practices and procedures, or Federal government contracting activities.

    Ability to research, analyze and resolve information technology project and program problems and issues.

    Ability to plan, develop, and implement federal information technology processes, procedures and policies.

    Knowledge of information technology (IT) program management principles, concepts, methods, and practices.

    Knowledge of the principles, methods, and techniques of IT project planning, management, monitoring, and evaluation.

    Ability to lead others, communicating effectively, developing others, valuing diversity and difference, building and maintaining relationships, managing effective work groups

    Ability to effectively communicate in written form both internally (to senior staff, leadership and colleagues) and externally (to stakeholders, funders and federal partners) regarding Information Technology (IT) programs and projects.
