    In addition to meeting the basic requirement, qualified applicants must possess:

    Time in grade: Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.).

    For the GS-13 grade level: Applicants must possess ( 1) year of specialized experience which is equivalent to at least the GS-12; or its non-federal equivalent that demonstrates knowledge and experience implementing IT solutions, commercial off the shelf (COTS) products, mobile and Cloud technologies, and client-server software applications. Knowledge of domain architecture and upstream/downstream dependencies. Experience assisting with managing IT related projects and implementation. Experience with System Development Life Cycle (SDLC) and Project
    Management Institute (PMI) best practices for project management; knowledge of SDLC documentation and submitting it to Stage Gate Committee. Experience tracking IT related costs and/or contracts.There is no substitution of education for experience at the GS-13 level.

    *Scrum Alliance Certified ScrumMaster (CSM) or Certified Scrum Professional (CSP) certification or PMl's Agile Certified Professional (ACP) or PMI Project Management Professional (PMP) certification preferred.

    *Must obtain Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 2 training and certification within 18 months.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
