    HR Specialists may be assigned or rotated to different projects or to work in different areas of HCTM to help meet the Agency's needs

    GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience:(a) knowledge of Human Resource Management (HRM) concepts, laws, policies, practices, analytical and diagnostic methods and techniques sufficient to solve a wide range of complex problems and issues; (b)  knowledge of the HR processes for rating and ranking applications submitted through the hiring mechanisms established by the Agency; and (c) ability to apply accepted criteria, principles, and standard methods to resolve a conventional HR-related issues and problems.  GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience: (a) providing advisory services to management or program officials; (b) resolving Federal Human Resources problems or issues, conducting job analysis, preparing vacancy announcements; (c) determining applicant qualifications; creating certificate of eligible candidates; extending job offers; setting pay; and coding personnel actions.

In order for your application to be considered, you must meet the following competencies by the closing date of this announcement: 

    One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower levels for this position include: providing operational and advisory services in staffing and placement with at least one of the following: classification and position management, HR action processing, eOPF administration or employee benefits and retirement services. GS-­9/11 requires knowledge of Federal HR administration including staffing, employee benefits and/or position classification with experience processing personnel actions.

    CTAP candidates may apply if well qualified.  Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors above the minimum level, which equates to a score of 88 or higher in the online assessment; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

    A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. In the absence of selective and quality ranking factors, selecting officials will document the job-related reason(s) for qualification determinations.

    This position does not have a positive education requirement. Therefore, no transcripts are required.
