    In addition to the education requirement, applicants must have one year (52 weeks) of specialized experience at the next lower band, IIA, or level equivalent to the GS-13 in the federal service, or comparable private or public sector experience. For this position, specialized experience is defined as: 1) demonstrated experience identifying economic issues and applying economic concepts and tools to design and conduct studies that evaluate health care programs and policies; 2) demonstrated experience evaluating economic research conducted by federal agencies, private entities, or academics to determine implications for health care programs and policies; and 3) experience advising teams or workgroups on the selection of appropriate research methods to address desired research objectives related to health economics

    Economist Series, 0110 Qualification Standard

    A. Degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;

    OR

    B. Combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

    This is a bargaining unit position.

    All applicants will be rated based on their responses to the assessment questions, in conjunction with the following Knowledge, Skills and Abilities (KSA’s):

    • Skill in advising teams on the appropriate research methods and facilitating technical work to address research objectives.
    • Skill in advising teams on collecting, organizing, and presenting economic information in a concise and balanced manner.
    • Extensive knowledge of advanced economics including theories, practices and techniques relevant to conducting research studies of health care issues.
    • Extensive knowledge of qualitative and quantitative economic techniques that can be applied to analyzing health care issues, including evaluating the effectiveness and efficiency of health care programs, operations, and policies.
    • Skill in developing independent economic analysis under limited oversight or guidance.
    • Skill in reviewing and assessing literature, policy, technical and other documents related to the analysis of health care issues.
    • Skill in analyzing health care data from a variety of entities (public and private sector) and communicate the results in non-technical terms.
    • Skill using statistical software, such as SAS or Stata, to address health economics questions through the use of econometric models and other advanced data analysis techniques.
    • Skill in effectively communicating orally and in writing to prepare reports, participate in interviews and meetings, and to make presentations to agency officials, congressional staff, and others.
