  • To qualify at the GS-14 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or other pay system. Examples of specialized experience include: experience that demonstrates in-depth knowledge of laws, rules, regulations, and policies associated with an understanding of human resources management programs sufficient to provide comprehensive technical consultative services to employees and management; experience applying written and communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; or experience conducting all necessary research, analysis, evaluation, and preparing written responses.

    Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
