KEY REQUIREMENTS:

  • Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and Special Access program (SAP) to fully perform the duties and responsibilities of the position.
  • Employee must pass initial and periodic Short notice drug testing.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid state driver?s license may be required for the position.
  • Position requires occasional temporary duty travel (CONUS or OCONTUS), utilizing any or all modes of military and/or commercial aircraft to perform temporary duty assignments.
  • Work is in a field support setting or traditional settings in a windowless vault/secure facility with artificial lighting, air Conditioning and heating.
  • Incumbent is subject to alter duty hours recall based on operation situations. The work is demanding. The incumbent is required to work long hours over extended periods of time.
  • Shift work may be required which may include overtime and/or irregular hours.
  • Employee must file an OGE Form 450. Confidential Disclosure Report upon appointment and annually thereafter.
  • PCS will be paid in accordance with the JTR and AF regualations
  • All new DCIPS employees are required to complete a two-year DCIPS trial period

    SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of advanced/experimental program management concepts, principles, practices, standards, methods, techniques, materials, and equipment for application for support of the development, execution, training, and advisory services. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Mastery of advanced/experimental program management concepts, principles, practices, standards, methods, techniques, materials, and equipment for application for support of the development, execution, training, and advisory services.
    2. Extensive expert knowledge of DoD, Joint and USAF policies/principles of planning and program management; standard acquisition regulations, policies, and procedures.
    3. Comprehensive knowledge of the theory, principles, and application of the DoD PPBS, the DoD Strategic Planning Process (SPP), and DoD Acquisition and life cycle management is required.
    4. Knowledge of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs associated with conducting major intelligence operations, research, planning, training, strategy, and systems administration. Also knowledge of agency and command program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various government entities.
    5. Thorough knowledge of all aspects of personnel management, to include but not limited to training, supervision, guidance, and direction and the ability to inspire, motivate, and guide others to accomplish goals and makes recommendations to resolve problems.
    6. Ability to plan, organize, and interact effectively with senior analysts and management to submit, accept, and/or implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Also ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia and other agencies.
    7. Skill in devising and evaluating criteria, parameters, characteristics, and interrelationships for sensitive activities and to assess the impact of new technology on current systems and processes to provide significant and innovative recommendations for advancing programs or methods.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
